This role is responsible for leading the maintenance function ensuring the safe reliable and efficient operation of plant and operational assets. The position oversees maintenance strategy asset integrity sustaining CAPEX execution and contractor management while driving continuous improvement and fostering a strong safety culture.
Key Responsibilities
- Develop implement and continuously improve maintenance strategies aligned with company policies industry best practices and local statutory requirements.
- Lead and oversee the installation maintenance and repair of plant and site assets to ensure operational continuity reliability and workplace safety.
- Establish sustain and optimize preventive and predictive maintenance programs; monitor performance through KPIs reports and timely corrective actions.
- Manage asset integrity programs ensuring inspection backlogs are controlled across pipelines tanks structures rotating equipment and other safety-critical assets.
- Own and manage sustaining CAPEX initiatives including asset replacement life-extension works reliability improvements and regulatory compliance projects.
- Provide technical leadership and project oversight for maintenance-related projects covering scope definition cost estimation scheduling risk assessment execution and close-out.
- Review prioritize and approve maintenance work orders and projects to maximize asset reliability availability and lifecycle value.
- Manage and optimize asset data and documentation through CMMS and engineering systems to support maintenance planning and decision-making.
- Manage contractors and service providers to ensure safe cost-effective and high-quality execution of maintenance and project activities.
- Lead procurement activities for maintenance and sustaining CAPEX projects ensuring competitive pricing technical compliance and value delivery.
- Drive continuous improvement initiatives to enhance maintenance efficiency reliability cost effectiveness and energy performance.
- Monitor and enforce compliance with safety health and environmental standards ensuring alignment with regulatory and organizational requirements.
- Contribute to annual and long-term business planning including maintenance budgeting CAPEX forecasting resource planning and project justification.
- Lead manpower planning budget control and prioritization of maintenance resources and activities.
- Build team capability through training mentoring succession planning and competency development.
- Foster employee engagement positive team dynamics and a proactive safety culture for both employees and contractors
Requirements
- Degree in Engineering (Mechanical Electrical Chemical or related discipline).
- Minimum 10 years of engineering experience with strong exposure to maintenance and plant operations in the petrochemical chemical energy or process industries.
- Hands-on experience managing sustaining CAPEX including asset renewal reliability improvement and regulatory or safety-driven projects.
- Proven project management experience from concept through execution within an operating plant environment.
- Strong understanding of maintenance and reliability practices asset lifecycle management and inspection regimes.
- Familiarity with Singapore safety regulations and relevant industrial standards (e.g. API SS ASME).
- Solid planning coordination and prioritization skills in a live operating environment.
- Proficiency in data analysis and use of CMMS to drive maintenance performance improvements.
- Demonstrated leadership people management and contractor management capabilities.
- Strong stakeholder engagement and communication skills able to interface across operations engineering and management teams.
- Ability to perform effectively in a dynamic safety-critical and regulated environment.
- Knowledge of boiler operations is an advantage.
