Job Summary

ABOUT THE OFFICE: The Mayors Office of Criminal Justice (MOCJ) develops innovative solutions to public safety challenges reducing crime and incarceration. We create vital programs that improve lives generate community stability and increase access to the support needed to maintain healthy and safe New York City neighborhoods. Recognizing that public safety cannot be achieved by law enforcement alone MOCJ moves our city forward by collaborating with community and institutional stakeholders to improve efficiency accountability and fairness in the justice system.

ABOUT THE ROLE: The Chief Information Officer (CIO) will be responsible for the overall management of technology staff systems and resources supporting MOCJs mission to enhance public safety improve justice system outcomes and advance equity across New York Citys criminal justice ecosystem. Reporting to the Chief Operating Officer CIO will lead the planning design implementation and governance of enterprise-wide information systems supporting criminal justice policy operations analytics and interagency coordination.

The CIO will leverage technology to strengthen service delivery enable data-driven decision-making modernize legacy systems automate business processes and reduce operational risk and cost. This role requires deep understanding of criminal justice operations cross-agency data sharing security privacy CJIS systems and compliance obligations.

Key Responsibilities
-Develop and execute a comprehensive technology vision aligned with the Mayors criminal justice priorities including public safety accountability reentry diversion and system integration.
-Oversee daily management and long-term planning of MOCJs technology infrastructure applications and data platforms.
-Lead the development and implementation of enterprise applications supporting criminal justice programs analytics reporting and interagency collaboration.
-Establish and enforce technology governance standards and performance metrics consistent with Citywide policies and MOCJ operational needs.
-Serve as a strategic advisor to executive leadership on matters related to data information security system modernization and digital transformation.
-Direct annual and multi-year technology planning budgeting and investment decisions; evaluate program effectiveness and recommend enhancements.
-Oversee cybersecurity strategy risk management and compliance ensuring protection of sensitive criminal justice data and systems.
-Coordinate with the NYC Office of Technology and Innovation (OTI) to ensure alignment with Citywide standards security controls and architecture.
-Lead vendor selection contract oversight and evaluation of in-house versus vendor-developed solutions.
-Ensure continuity of operations through disaster recovery business continuity and backup planning.
-Build and maintain partnerships with City and State agencies law enforcement entities courts corrections research institutions and technology vendors.

Qualifications :

1. Do you have a baccalaureate degree from an accredited college or university

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative analytic coordinative supervisory or liaison responsibilities

3. Do you have a four-year high school diploma or its educational equivalent approved by a states Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question 2 above

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions 1 2 and/or 3 above
