Our Property Acquisitions Group within the Capital Projects Group (CPG) is looking for a Manager to lead the development delivery and management of financial and budgeting functions associated with large complex multi-billion-dollar Priority Transit projects. This role will oversee the quarterly forecast for the Property Settlements team and report on monthly business performance results enabling Metrolinx to achieve its strategic objectives within a capital budget allocation of over $1 Billion. The successful candidate will oversee the advancement and management of reporting system used for budgeting forecasting and reporting. The Manager will champion the advancement of financial analytics data exploration data visualization and the design of self-service analytical models.
What will I be doing
  • Oversee monthly business performance reporting for the property settlements team which measures the achievement of complex real estate transactions.
  • Leads quarterly forecasts for the team holding review sessions with internal stakeholders to ensure real estate transactions are properly assessed quantified forecasted and reported on and developing a strategic approach to balancing the forecast through risk evaluation and mitigation.
  • Lead financial reporting and recording of payments accruals and other budgeting tasks.
  • Leads the financial analysis and reporting functions for the team providing oversight and direction on the collection and interpretation of financial and property data and creating clear concise and accurate reports for the intended audience. Attention to detail is critical.
  • Lead presentations on financial data and analytics and reporting to internal and external stakeholders including senior management.
  • Builds collaborative relationships with internal and external stakeholders to facilitate budgeting forecasting financial analysis and reporting tasks.
  • Advances new innovative financial analytics and data visualization techniques to support superior financial decision-making organization-wide.
  • Provide leadership direction and management to a small team of staff members.
  • Collaborate with internal stakeholders to oversee review and facilitate internal briefing notes and memos to ensure accuracy of financial reporting.
  • Leads the review and audit of non-contract costs labour and expense reports and submission of adjustments to corporate Finance to ensure complete and accurate information.
  • Provides advice to various Leads and embedded cost controllers in all matters related to property cost control systems and procedures to achieve on-time and on-budget goals.
  • Plan and manage complex real estate acquisitions to support and ensure successful completion and coordination of efforts for all assigned Metrolinx projects.
  • Administer expedite and approve the process of real estate due diligence required for property acquisitions (e.g. completion of property appraisals title searches preliminary plans environmental reports reference plans heritage studies).
  • Provide technical advice for property requirements coordination and input into the development of property acquisition strategies and plans.
  • Represent Metrolinx on property acquisition matters and serve as the primary contact to the real estate community as well as manage external consultants in the completion of their contracted deliverables.
  • Lead challenging and high-profile property acquisition negotiations particularly in those situations posing a significant reputation risk to Metrolinx of a sensitive nature or those involving significant financial compensation requirements for property.
  • Lead and provide guidance to a small team of employees on property related projects and performance related tasks.
What Skills and Qualifications Do I Need
  • Completion of a degree in Business Administration Project Management Real Estate Urban & Regional Planning Urban Land Economics or a related discipline or a combination of education training and experience deemed equivalent.
  • Demonstrated experience leading real estate acquisitions commercial finance and asset management programs.
  • Experience with transit construction infrastructure and/or Alternative Financing and Procurement projects would be beneficial.
  • Demonstrated experience with financial modelling and analytics is a strong asset.
  • Experience with and knowledge of the Expropriation Act is a strong asset.
  • Experience and knowledge with Power BI is a strong asset.
  • Strong technical knowledge with Microsoft Excel including experience working with pivot tables and other tools to summarize analyse and visualise large datasets.
  • Demonstrated experience leading real estate acquisition and property management programs ideally for an owner/public sector agency within a multi-billion-dollar (>$1B) infrastructure/transit project environment.
  • Experience with real estate transactions such as leasing easements or permissions to enter as well as some knowledge of and experience with the expropriation process.
  • Strong knowledge and experience interpreting and applying relevant legislation contracts and agreements related to property acquisitions.
  • Strong written and verbal communication skills with an ability to influence and communicate clearly concisely and effectively to all levels internally and externally.
  • Highly skilled in exercising tact initiative and resourcefulness to solve problems and issues while exercising a high level of attention to detail.
  • Excellent management and leadership skills to manage provide guidance and motivate departmental staff and lead projects.
