The Safety and Operations GO & UP Division is seeking a Senior Safety Auditor. The Safety Auditor provides an integral function in Safety Auditing at Metrolinx by performing continuous improvement activities to provide assurance to interested parties that appropriate health and safety controls are implemented and effective in managing and/or mitigating risk at Metrolinx. Safety Auditors are essential for both operational and occupational safety to keep employees public passengers and contractors safe improve operational efficiency and reduce the risk of incidents and accidents. The role assesses regulatory compliance and verifies conformance with established program or contractual requirements. By delivering on the Safety Audit Program the Safety Auditor directly contributes to the achievement of the Metrolinx corporate safety strategic goals and objectives.
What will I be doing
- Leads organizes and conducts objective safety audits of the adequacy and effectiveness of safety management systems processes procedures and internal risk/safety controls with the objective of identifying and mitigating safety risks. Implements assurance activities under the corporate Safety Audit Program framework by performing safety audits in conformance with safety divisional standards and industry best practices for principles of auditing including ISO 45001 and ISO 19011.
- Leads a matrix-style safety audit team inclusive of team members from internal operational business units and external technical specialists. Schedules and plans to meet planned deadlines and deliverables for each assigned audit; coaches less-experienced team members to develop their auditing skills and facilitate audit completion and performs preliminary reviews of draft audit reports.
- Develops detailed objectives and a scope statement for each assigned safety audit and defines measurable criteria develops process maps and audit documentation to facilitate audit activities.
- Prepares and organizes audit plans schedules checklists sampling plans meetings interview questions and other audit documentation related to safety audits; selects appropriate audit evaluation methods collects verifies and records verifiable audit evidence and compiles audit reports and presents findings as required.
- Determines suitable safety audit criteria including but not limited to applicable policies procedures standards legal/regulatory requirements safety management system requirements contractual requirements standard requirement or other planned arrangements. Leads the evidence collection activities of the safety audit ensuring that all relevant evidence is assembled.
- Identifies and defines safety audit findings of non-compliance and/or conformance by risk including areas of concern and opportunities for improvement and recommends improved risk controls and business safety processes.
- Prepares complete objective and accurate draft safety audit reports including findings based on the defined criteria and recommends risk and/or safety control enhancements. Presents draft safety audit reports that follow safety divisional standards and require minimal corrections on review for accuracy and supportability to the Manager Safety Audit.
- Supports the continuous improvement of safety at Metrolinx through the systematic evaluation of the effectiveness adequacy and suitability of health and safety programs procedures and processes against defined safety criteria.
- Leads safety audit compliance activities required by the Enterprise Safety Management System and other external audit functions and assesses compliance with other regulatory bodies. Coordinates follow-up with regulatory bodies with respect to safety-related issues that may impact rail or bus operations.
What Skills and Qualifications Do I Need
- Completion of a university degree in Business Management Risk Management Engineering Business Administration or a related discipline - or a combination of education training and experience deemed equivalent.
- Previous Auditing roles that include a minimum of six (6) years experience conducting management system audits with at least two (2) years experience leading management system audits.
- Experience in safety standards safety planning operational risk assessment and/or regulatory compliance within the transportation field is an asset.
- Holds a professional certification or membership as an Auditor in management systems.
- Knowledge and experience working with safety management systems internal auditing standards and guidance such as ISO 45001 and ISO 19011 regulatory affairs and regulatory compliance.
- Knowledge of Health and Safety legislation (i.e. Occupational Health and Safety Act Railway Safety Management System Regulations etc.)
- Interpersonal and communication skills to establish and maintain working relationships with co-workers auditees/clients and external contacts and work effectively within a professional multi-disciplinary team.
- Oral/presentation and report-writing skills to write internal audit reports and summaries and assist with preparing briefings for employees and management required.
- Excellent organizational skills with the ability to manage multiple concurrent internal audits and priorities to a high standard.
