This full-time position will be filled on or about February16 2026. Salary commensurate with the Act 93 Compensation Plan. The selected candidate shall be chosen based on credentials the ability to demonstrate job functions and the successful completion of a series of interviews along with meeting all local requirements.
Candidates must possess anInstructional II Professional Certificate in Special Education Supervisory Certificate in Special Education or K-12 Principal Certification (with five 5 years of classroom teaching experience in Special Education or as a school psychologist).

FUNCTIONS:
1. Follows all laws Board Policies regulations rules and procedures and complies with the instructions and/or directives from his/her supervisor(s).
2. Works primarily independently in assigned settings.
3. Establishes an effective working rapport with all other staff and maintains a positive relationship with the school districts internal and external publics.
4. Assists in the development revision and/or adaptation of school district policies procedures and programs to help ensure that students with disabilities and gifted education students receive a FAPE.
5. Assists the Director of Special Education in recommending policies procedures and programs essential to the needs of students with disabilities and gifted education students.
6. Keeps current with regard to legal requirements governing special education and gifted education.
7. Provides leadership in establishing new programs and developing an improved understanding of existing programs.
8. Supervision and coordination of special education and gifted education programs and ancillary services.
9. Consults with and communicates programming and personnel needs to the Director of Special Education.
10. Supervision and evaluation of applicable/assigned staff by performing functions that include but are not limited to classroom observations reviewing reports monitoring paperwork compliance and artifact review and based on such helps to plan and make recommendations for staff improvement and program improvement including assisting in the construction of and adherence to improvement plans.
11. Provides staff development programming for such things as best instructional practices improving instructional delivery; managing data; improving student performance; adherence to laws regulations guidelines policies and procedures; and other perceived areas of need.
12. Observes staff performance and makes recommendations regarding staff proficiency in utilizing research-based best practices; providing additional training/staff development as is warranted.
13. Provides the appropriate training and direction and effectively delegates staff in order to complete tasks in an effective efficient and timely manner.
14. Assists the Director of Special Education in the evaluation of secretarial staff assigned to the department.
15. Assists the Director of Special Education in coordinating services maintaining records and submitting required reports involving students with disabilities and/or gifted education students.
16. Assists the Director of Special Education in monitoring compliance with policies procedures laws regulations and guidelines and addressing noncompliance issues.
17. Assists the Director of Special Education in the recruitment selection and recommendation for hiring special education and/or gifted education personnel.
18. Works cooperatively with the transportation department to ensure the appropriate transportation of students with disabilities.
19. Oversees the IEP process and ensures the allocation of resources/services needed for the delivery of FAPE by serving as LEA for in district and out of district students.
20. Responds in an effective and timely manner to issues raised by parents/guardians staff representatives of agencies who administer out-of-district placements and other appropriate persons and/or agencies.
21. Creates memos communiqués reports databases spreadsheets and the like and makes phone or personal contact with appropriate staff administration outside agencies and/or parent(s)/guardian(s) to effectively address issues of concern.
22. Assists the Director of Special Education in developing a cost-effective departmental budget(s) and controlling expenditures. 23. Keeps informed with regard to potential sources of state and/or federal funding/reimbursement pertaining to special education and/or gifted education (e.g. contingency funds ACCESS funds
24. At the direction of the Director of Special Education helps interpret objectives laws regulations and programs with regard to special education.
25. Assists the Director of Special Education in evaluating on an on-going basis the special education and gifted education programs including but not limited to planned courses curriculum instructional practices academic achievement and individual student need.
26. Ensures the appropriateness of design furnishings equipment and location of facilities that house students with disabilities. 27. At the direction of the Director of Special Education consults with attorneys to help ensure appropriateness of programming and/or to obtain legal advice with regard to issues that are litigious or potentially litigious.
28. At the direction of the Director of Special Education participates in and/or assists with mediation formal due process hearings and/or appeals.
29. Assumes responsibility for personal professional growth and development by among other things keeping current with regard to requirements laws regulations and policies; reviewing current field-related literature and the latest research findings; maintaining knowledge of improved techniques; and attending applicable professional meetings webinars trainings and conferences.
30. Maintains valid Pennsylvania Department of Education certification as is necessary.
31. Works the additional hours necessary to ensure the functions of the position are effectively administered.
32. Performs work described herein without posing a direct threat to the health or safety of himself/herself or others.
33. Assists in the oversight of the psychology department.
34. Cross-coordination with the Student and Community Services Department with nursing services students under the McKinney Vento Act alternate placements and transportation truancy TACT II concussion management and Brainsteps.
35. Attend all CASSP meetings as district representative for Special Education students.
36. Coordinate & oversee the early intervention transition planning process.
37. Performs other related duties and tasks as assigned by the Director of Special Education Superintendent or designee.
38. Plans and oversees Extended School Year (ESY) program PASA alternate assessment and staff professional development.
QUALIFICATIONS:
1. Has an Instructional II Professional Certificate in special education.
2. Has five (5) years of successful teaching experience in special education or as a school psychologist.
3. Must possess a Supervisory Certificate in special education or K-12 Principal Certification (with five 5 years of classroom teaching experience in special education).
4. Has the ability to read write and speak English fluently.
5. Possesses necessary technology-related knowledge and individual computer skills including but not limited to skills in word processing spreadsheets and database.
6. Has the ability to drive and possesses a valid drivers license.
7. Must be dependable punctual flexible appropriately attired neat in appearance and able to manage time appropriately.
8. Has a working knowledge of the relationships existing between the school district and other educational entities is preferred including but not limited to: a. Knowledge of in-district and out-of-district placements in which school district students attend and/or are enrolled. b. Knowledge of private educational facilities attended by school district residents.
9. Possesses effective communicative judgmental planning organizational problem-solving and human relations skills and has the ability to work cooperatively with employees other school districts and educational institutions and the public in satisfying the needs and responsibilities of the assigned functions.
10. Provides evidence of professional growth and development by keeping current of issues in the field. PHYSICAL

1. Must be able to remain in a stationary position for prolonged periods of time.
2. Must be able to move about the work area to access materials file cabinets office machinery etc.

5. Must be able to withstand changes in environmental conditions inside and outside of the work facility and to adapt to these changes.
6. Must be able to attend evening meetings.
7. Must be able to access all work areas and locations.
8. Must be able to lift as required.
