About the Role

The St Vincents Hospital Medical Imaging Department is seeking to employ a highly skilled and motivated Clinical Infomatics Manager.

Leading a small but effective team the role is responsible for the effective management of SVHMs PACS RIS and IT operations across both public and private services ensuring efficient and timely service delivery to its departments and the broader hospital community.

The Clinical Informatics Manager will contribute to strategies that integrate clinical informatics into operational services develop datasets and financial analytics that encourage collaboration with key partners and stakeholders and support the application of new technologies.


Classification for this position will be AF34 or equivalent

About (Medical Imaging)

St. Vincents Medical Imaging Department (MID) is a tertiary imaging department providing a comprehensive range of diagnostic and interventional imaging services to SVHMs inpatients and outpatients.

St Vincents Medical Imaging (MI) provides four comprehensive diagnostic imaging programs across three campus sites:

  • Medical Imaging Department (MID)

  • St Vincents Private Radiology (SVPR)

  • Magnetic Resonance Imaging Centre (MRI)

  • Positron Emission Tomography Centre (PET)

The department provides 150000 image guided therapies yearly across campus to support and facilitate the quaternary services provided by SVHM. All diagnostic modalities are offered including PET/CT which is fully integrated into the Medical Imaging Department. Interventional services include general and vascular procedures and interventional neuroradiology. Similarly diagnostic imaging and procedural interventions are provided to the state based Bone and Soft Tissue Sarcoma service Cardiac Catheter Labs Vascular Labs and Operating Suites.

St. Vincents Private Radiology (SVPR) is a co-located comprehensive private radiology service providing imaging services to St. Vincent Private Hospital the Royal Victorian Eye and Ear Hospital and private outpatients.

POSITION PURPOSE

The Medical Imaging Clinical Informatics Manager provides Diagnostic and Data Analytics support for both the public and private Medical Imaging Departments within St Vincents Hospital Melbourne. The role is responsible for the effective management of SVHMs PACS RIS and IT operations across both public and private services ensuring efficient and timely service delivery to MID/SVPR departments and the broader hospital community.

The Clinical Informatics Manager will ensure the MID/SVPR departments have effective strategies that integrate clinical informatics through efficient operational services data and financial analytics that encourage collaboration with key partners and stakeholders to help drive operational and financial performance.

POSITION DUTIES

  • Manage PACS RIS and IT systems WITHIN Medical Imaging across the public and private Imaging services through the effective and efficient co-ordination of resources to achieve optimal service delivery.

  • Help improve departmental and organisational KPIs through the creation and utilization of Data and Financial Analytics that substantiate monitor and improve departmental performance outcomes.

  • Take a leading role in the strategic development of Diagnostic IT systems including RIS and PACS.

  • Manage the adoption of new technologies including artificial intelligence solutions and their implementation across the public and private Imaging services to aid clinical workflow and efficiencies.

  • Manage staff performance to optimize operations of MID/SVPR Diagnostic systems including preventative maintenance defect resolution backup and archiving whilst maintaining comprehensive documentation and record systems

  • Create and implement comprehensive training programs and educational support for staff within the MID/SVPR departments.

  • Ensure comprehensive and accurate statistical reporting and data analysis including business analysis and financial reporting

  • Establish and maintain key relationships within St. Vincents to ensure improved collaboration proactive management of equipment and facilities e.g. Engineering and Infrastructure Digital and Technology Biomedical Engineering

  • Liaise with software vendors to ensure maintenance of software patching and version releases

  • Initiate lead and manage improvements to implement cultural change safety and overall performance improvements

  • Represent Medical Imaging on committees and groups as required by the MID executive

  • Lead staff in delivering the highest standard of patient care which integrates with the mission and values of the Sisters of Charity.

RESPONSIBILITIES

General

  • Comply with and ensure all those in the area they manage comply with all SVHM requirements policies procedures by laws and directions.

  • Ensure all those in the area they manage only access confidential information held by SVHM when this is necessary for business purposes maintaining the confidentiality of that information once accessed.

  • Display adaptability and flexibility to meet the changing operational needs of the business.

Clinical Quality and Safety

  • Ensure clinical care is undertaken within established procedures in order to provide safe clinical care for patients/residents ensuring clinical risk is minimised

  • Ensure clinical staff work within their approved scope of practice and at all times with appropriate supervision.

  • Ensure all clinical staff maintain their clinical registration and any required indemnity cover

  • Ensure all junior clinical staff are appropriately supervised by senior clinical staff and trained to provide safe clinical care

  • Ensure all staff attend necessary training that enhances safety and quality of clinical care

  • Promote a culture that supports learning and encourages reporting of errors

  • Implement systems to identify and manage risks and to deal with and learn from incidents and complaints

  • Implement all facets of the SVHM safety and clinical quality programme within clinical area managed and recognise the relationship between clinical and non-clinical functions in the achievement of optimal safety and quality care

  • Collaborate with more senior levels of management to implement the SVHM safety and quality agenda

  • Provide feedback to more senior management in relation to problems or issues that impact on safety and clinical quality.

Person Centred Care

  • Ensure that consumers receive information in an appropriate and accessible format

  • Actively support consumers to make informed decisions about their treatment and ongoing care

  • Ensure consumers are aware of their rights responsibilities and how to provide feedback

Health and Safety

  • Ensure all health and safety related policies procedures and directions are complied with in the area they manage

  • Report incidents and accidents and collaborate with management to resolve safety issues

  • Ensure all in the area they manage undertake annual Fire and Emergency Training and comply with fire and emergency procedures

  • Ensure all those in the area they manage treat others with respect behaving professionally and in accordance with the SVHM Code of Conduct and undertaking annual Workplace Culture and Equity Training

  • Conduct regular safety audits with Health and Safety Representatives and implement required improvements

  • Minimise Workcover costs by actively assisting the return to work of any employee injured in the area they manage.

Human Resource Management

  • Ensure that workforce planning is regularly undertaken and implemented to provide for the ongoing resource needs of the area they manage.

  • Ensure recruitment and working practices comply with applicable Enterprise Bargaining Agreement and cost effectively support delivery of quality service.

  • Ensure new employees are properly inducted to their local work environment and attend the General Hospital Orientation program.

  • Ensure all those who work in the area managed undertake an annual performance review and are developed to reach their full potential.

  • Maintaining skills and knowledge necessary to safely and skilfully undertake duties.

  • Ensure leave is rostered fairly and that employees in the area managed regularly take leave and do not accumulate excessive leave except where a plan is in place as to when that leave will be taken

  • Actively manage individual and team performance to maximise performance and minimise workplace problems and conflict

  • Continuously seek individual and team improvement and take responsibility for the introduction of any changes required to bring about such improvements

Financial management

  • Participate where needed in the development of the annual budget allocation for Medical Imaging.

  • Monitor EFT and expenditure to ensure spending remains within budget allocation

  • Ensure decision making remains within delegated authority

  • Identify priorities for budget allocation in order to deliver services most effectively

  • Provide budget and financial performance reporting feedback and information to relevant staff

SELECTION CRITERIA

ESSENTIAL REGISTRATION LICENSE OR QUALIFICATION REQUIREMENTS

  • Bachelor of Computer Science Health related discipline IT Management or an equivalent Degree

ESSENTIAL REQUIREMENTS

  • Experience in leadership and management

  • Experience in a management or system administrator role supporting PACS and RIS Applications

  • Experience in data and financial analysis

  • Ability to manage human and financial resources to achieve the best outcomes

  • Experience in working proactively with key partners

  • Highly developed interpersonal and communication skills including excellent oral and writing skills

  • Ability to develop and monitor KPIs and use these to substantiate maintain and improve departmental performance

  • Commitment to service improvement and development and providing high standards of care

OTHER NON-ESSENTIAL REQUIREMENTS

  • Post-graduate qualifications in Management IT Health Administration or equivalent or progress towards such qualifications

  • Experience with scripting or programming languages (eg Python SQL R or similar)

  • Familiarity with data analytics dashboards or reporting tools (e.g. Power BI Tableau pandas)

  • Experience with HL7 interfaces MLLP listeners APIs or system-to-system integration

  • Familiarity with cloud-based systems containerisation or on-prem compute environments

  • Demonstrated ability to adapt to emerging digital health technologies including AI-enabled clinical systems
