Position Summary
Hiring a Senior EUMS / IT Consultant to support the Bureau of Indian Affairs (BIA) San Carlos Irrigation Project (SCIP) Power Division in the modernization and operation of its Electric Utility Management System (EUMS) environment. The program focus includes enhancements to the EUMS/ billing system upgrades to supporting platforms (including GIS-related systems) and enabling an online customer web portal / online payment resources.
This role is a utility IT full-stack position combining application administration reporting/SQL payment integrations network/server support and select voice/IVR support-delivered in close coordination with SCIP leadership and BIA OCIO stakeholders.
Key Responsibilities
The on-site consultant will serve as the primary day-to-day operator and integrator for the following functional areas:
EUMS / (CIS) Administration & Configuration
Manage paperless billing workflows (UMS PDF Exchange)
Implement/manage encrypted PDF bill security features and custom PDF expressions
Maintain utility rate structures; design custom rate codes for nonstandard agreements
Build and maintain customer-facing forms (billing notifications work orders agreements)
Reporting Data and Integrations
Develop and maintain Crystal Reports and reporting outputs (financial customer service locations)
Develop and manage custom queries against UMS SQL database
Manage interfaces for automated meter reading imports/exports ( executables / MV-RS)
Support check scanning interfaces (software DB) and ensure daily check scanner maintenance
Payments Lockbox and Customer Channels
Administer Lockbox API support Online Bill Pay (OLBP) integration and IVR capabilities
Maintain IVR scripts access control and XML/CSV format support
Infrastructure & Enterprise IT Support
Provide system/network support for BIA computers Windows Server environments wireless devices and related hardware
Coordinate with BIA OCIO to resolve broader system/software issues
Support SCIP voice/wireless technologies administration as required
Customer Communications / Materials
Assist in producing customer-facing collateral such as billing inserts envelope design and lobby slides
Minimum Qualifications
7 years of experience supporting utility CIS / billing / customer payment workflows (public or private utility preferred)
Demonstrated hands-on experience with SQL Server report development (Crystal Reports or comparable) and application administration in a production environment
Experience supporting payment integrations (e.g. lockbox/merchant services
Strong troubleshooting skills across application database and Windows-based infrastructure
Ability to pass an extensive background check for administrative access
Preferred Qualifications
Prior hands-on experience with and utility rate tables/configuration
Familiarity with IVR administration and scripting governance
GIS integration experience (data integration custom MSSQL scripts)
Experience supporting SCADA/PI environments and/or utility operational technology (OT) coordination
