Key Responsibilities
  • Provide project management leadership and expertise of large scale highly complex high profile multi-jurisdictional and enterprise-wide Discovery initiative following Ontario Digital Standard.
  • Ensure the project is delivered cost effectively and efficiently and in compliance with organizations methodologies digital standards and governance frameworks.
  • Provide strong project management including scope budget and schedule management. Manage project IRAD (Issues Risk Actions Decisions). Manage project governance committees (steering gating checkpoints); project financials; resources; stakeholders; project reporting and escalation.
  • Lead stakeholder consultations facilitation and consensus building. Build positive relationship with the and nbsp;the and nbsp;divisional stakeholders and subject matter experts and nbsp;project team and external parties and provide strategies and actions to overcome resistance to change while capitalizing on forces in support of change.
  • Manage interdependencies and resolving complex issues across multiple project streams. and nbsp;
  • Provide strategic direction and advice and operational support to project teams and nbsp;and and nbsp;stakeholders. and nbsp;Provide analysis strategic and nbsp;recommendations and nbsp;and advice to reporting Management on and nbsp;various options and nbsp;brought forward by vendor and IT partners. and nbsp;
  • Coordinate and complete Digital First Assessment (DFA) for and nbsp;the and nbsp;Discovery and nbsp;phase. and nbsp;

  • Demonstrated experience leading and overseeing Discovery project from inception through to project close-out and nbsp;coordination of Digital First Assessment (DFA) and nbsp;and any required transition to operations business planning benefits identification and organization funding requests for I and amp;IT projects. and nbsp;
  • Experience leading and facilitating user research service design journey maps jurisdictional scan and conceptual solution and problem statement development. and nbsp;
  • Demonstrated experience understanding and articulating business and IT executive expectations and translating into project deliverables. and nbsp;
  • Experience monitoring and managing the scope budget schedule risk resources deliverables governance and technical performance of and nbsp;complex and nbsp;high-profile multi-disciplinary and nbsp;projects with multiple and nbsp;business and IT and nbsp;stakeholders.
  • Ensures project deliverables meet clients business needs/requirements on time scope and budget with a focus on cost-effectiveness efficiencies and compliance with OPS project management methodologies and frameworks. and nbsp;
  • Experience analyzing project and organizations environments to identify potential risks and issues; articulates and prioritizes issues and risks to senior executives; recommends mitigation strategies to decision-makers to ensure projects are delivered on schedule. and nbsp;
  • Experience providing view of project inter-dependencies internal and external project dependencies monitoring and reporting on exposure levels. and nbsp;
  • Experience directing stakeholder consultation facilitation and consensus building. Provides project reporting to multiple stakeholders. and nbsp;
  • Experience leading strategies and actions to overcome resistance to change and capitalize on forces in support of change. and nbsp;
  • Experience building positive relationships within the team among multiple stakeholders and external parties such as vendors. and nbsp;
  • Adheres to OPS standards guidelines and project management best practices. and nbsp;
  • Experience developing procurement artifacts including RFS SOW/Contract approvals etc. and nbsp;
  • Experience managing Discovery vendor deliverables provide oversight and perform effective vendor management for the success of the project. and nbsp;
  • Plan and lead project deliverables using Agile and OPS Digital approaches. and nbsp;
  • Experience directing managing and leading multidisciplinary project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards. and nbsp;
  • Extensive experience coordinating and monitoring project processes interactions progress roadblocks and developing/communicating guidelines and procedures to stakeholders. and nbsp;
  • Formal project management training/certification such as PMP Scrum Agile to apply best practices knowledge to unique and dynamic situations. and nbsp;

  • Knowledge and understanding of OPS enterprise architecture practices specifically business and information architecture. and nbsp;

  • Proven experience leading large-scale transformation projects and nbsp;through and nbsp;Change and nbsp;process and nbsp;by implementing and nbsp;strategies and actions to overcome resistance to change. and nbsp; and nbsp;
  • Formal project management training/certification such as PMP Scrum Agile to apply best practices knowledge to unique and dynamic situations and nbsp;

Leadership and Communication Skills and Experience 20% and nbsp;
  • Political acuity to collaborate share information and lead/participate in relationship-building forums with multi-disciplinary stakeholders. Ability to develop and facilitate IT partnerships with business clients and ensure understanding of business directions objectives and priorities. and nbsp;
  • Proven experience in producing exceptional presentations dashboards briefing papers and submissions business cases and status reports to different types of audiences including senior executives. and nbsp;
  • Ability to foster strong senior leadership and executive relationships through broad business and IT governance tables. and nbsp;
  • Experience in business transformation and change management expertise related to implementing new solutions and business processes with broad implications. Practical experience supporting strategic IT investment planning decisions including supporting business case development for new system implementations/enhancements. and nbsp;

Stakeholders Engagement and Relationship Building Skills 25% and nbsp;
  • Strong facilitation negotiation skills and diplomacy to lead consultations resolve issues defuse tensions and obtain buy-in from wide and diversified working groups and internal and external stakeholders. and nbsp;

  • Experience leading large and complex multi-disciplinary Discovery and IT/business projects for a municipal provincial or federal government. and nbsp;
  • Experience leading Digital First Assessment Cyber Security Privacy and Architecture and Project Gating for public sector projects. and nbsp;

Must Have:
  1. 10 years of senior project management experience
  2. Experience leading large complex and high-profile multi-disciplinary projects with multiple business and IT stakeholders with strong scope-budget-schedule and IRAD management skills. and nbsp;
