TheCity of Richmond Department of Public Works is seeking a qualified candidate with proven research and analytical experience for the position ofManagement Analyst Seniorto support the Office of Equitable Transit and Mobility. The successful candidate must have the ability to function independently manage and prioritize multiple work assignments in an effective manner. This position will serve as the lead analyst for various transportation program and projects. The qualified candidate will have the ability to examine process efficiencies throughout the City and make recommendations for new programs and policies to meet the departments strategic goals.
**This position is considered Essential. The incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions and inclement weather.**
Duties include but are not limited to
- Managing and facilitating communications with Divisions that report to theDirector of Public Worksas well asother City offices.
- Analyzing and practicing effective communication strategies across departments programs community partners and customers.
- Conducting research providing updates and making recommendations and implementing solutions to achieveadministrative and operationalgoals and objectives.
- Creating standard operating procedures forcommunication and information flow.
- Collecting analyzing and presenting appropriate data and information designed to ensure operational and cost efficiencies gathered and developing solutions or alternative methods for moving forward.
- Fostering cooperative working relationships among City departments and acts as the liaison between them and theOffice of Equitable Transit and Mobility.
- Developing and preparing various reports policies presentations and a variety of communication materials to disseminate program and policy information.
- Serving on internal task forces and committees for various programs and making recommendations as appropriate.
- Preparing state and federal grant applications.
- Performing other duties as assigned.
Qualifications Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelors degree in business or public administration or field related to assignment.
- Four years of journey-level professional experience in area related to assignment such as program/project management or management/policy/financial analysis.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Preferred Qualification- A Masters degree in business or public administration is preferred.
