Salary: up to $106445 based on education and experience

Work Schedule: Monday Friday

Primary Hours: 8:00 a.m. 5:00 p.m.

About the Opportunity

OHCA is seeking three experienced attorneys to join our growing Legal Division. While all three roles serve as Deputy General Counsel (DGC) III positions each vacancy requires deep subject-matter expertise in a distinct specialty area. Candidates will provide advanced legal counsel independently manage complex assignments and serve as trusted advisors to program staff and agency leadership.

DGC III (Attorney III) Policy & Medicaid

Provides advanced legal counsel on Medicaid policy administrative law regulatory interpretation and rulemaking. This role advises program staff and leadership on complex federal and state statutory requirements; supports waiver development and regulatory submissions; drafts rules and formal guidance; and provides legal analysis of policy-related matters affecting Medicaid programs and managed care operations.

DGC III (Attorney III) Employment Civil Rights and HIPAA Compliance

Provides legal guidance on employment law civil rights workplace investigations HIPAA privacy and personnel-related compliance matters. This role advises Human Resources and leadership on employee relations issues prepares legal documents related to discipline and investigations responds to civil rights and privacy complaints represents the agency in administrative proceedings and supports compliance and training efforts.

DGC III (Attorney III) Contracts & Compliance

Provides legal support for contract drafting review negotiation interpretation and lifecycle management across the agency. This role partners with program areas to ensure contracts are legally sound enforceable and compliant with applicable state and federal requirements including those related to Medicaid programs managed care data-sharing and vendor relationships.

Knowledge Skills Abilities and Competencies Requirements

The DGC III requires knowledge of state and federal law advanced legal research and writing skills and the ability to interpret and apply complex legal requirements within the assigned specialty area. Candidates must demonstrate sound judgment clear and concise communication and the ability to work independently on complex matters while collaborating effectively with program staff and leadership. Key Korn Ferry competencies include Manages Complexity Ensures Accountability and Communicates Effectively reflecting the roles need for analytical strength professional integrity and practical solutions-focused legal guidance.

Education and/or Experience

  • A Juris Doctor degree from an accredited law school;

  • A license to practice law in the State of Oklahoma;

  • An active membership of the Oklahoma Bar Association; and

  • 5 years of legal experience or adjudicative experience.

  • Specialty experience in Medicaid or healthcare regulatory law employment and civil rights law HIPAA/privacy or contract drafting and interpretation.

Preference Qualifications Include:

  • Experience supporting investigations discrimination or civil rights complaints regulatory compliance reviews or administrative proceedings within state government healthcare or public sector environment.

  • Relevant professional certifications aligned with the specialty area such as Certified Healthcare Compliance (CHC) Certified Information Privacy Professions (CIPP) Mediation or Arbitration certification or Certification in Administrative Law.

Physical Demands and Work Environment

Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise the course of performing job duties employees are required to speak stand walk and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
