Job Summary

Summary

King Countys Finance and Business Operations Division Business Development and Contract Compliance Section is seeking to fill a Contract Specialist 2 position! Our ideal candidate is client-focused solutions-oriented and demonstrates strong professional judgment. They can work both independently and collaboratively in a team environment manage competing priorities and communicate clearly and respectfully with internal and external stakeholders.

This position will interface with team members business owners contractors county project staff and others to assist in the administration of the King County Contracting Opportunities Program the Apprenticeship Program Small Contractor and Supplier certification services and outreach and related state and federal Disadvantaged Business Enterprise programs.


Scope of Job Duties: To be considered for this opportunity you must at a minimum demonstrate knowledge skill and ability to:

  • Monitor contractor compliance with federal state and local program requirements rules and regulations. Monitor contractor performance in meeting contract requirements; review monthly reports from contractors; and proactively conduct meetings with county staff and contractors as necessary to identify address and resolve compliance concerns in a timely and professional manner.
  • Develop and review contract language for inclusion in county solicitations ensuring accuracy clarity and alignment with applicable requirements.
  • Review bids proposals and protests to evaluate contractors compliance with requirements for small and disadvantaged business concerns and workforce requirements applying sound judgment and established evaluation criteria.
  • Participate in business development and outreach efforts to support small business participation in county contracts representing the County professionally and consistently.
  • Maintain accurate complete and current electronic contract files using an online database to ensure audit readiness and accountability. Perform data entry to track and report utilization statistics and prepare or assist in the collection analysis and development of contract compliance reports.
  • Conduct presentations regarding programs contract provisions and reporting requirements at pre-bid pre-proposal bid evaluation and pre-construction conferences.
  • Communicate effectively clearly and respectfully with internal and external customers and stakeholders to provide technical assistance and ensure compliance with grant and contract provisions meeting established responsiveness and follow-through standards.


Minimum Qualifications:

  • Demonstrated knowledge of contract administration and federal state and local laws regulations and requirements pertaining to Equal Employment Opportunity Small Certified Firm programs and non-discrimination and EEO policies.
  • Ability to manage time effectively adapt to changing priorities work on multiple priorities and projects simultaneously meet tight deadlines and produce timely accurate and high-quality work products.
  • Experience and/or knowledge of procurement theory principles and practices; contract development; and contract negotiations.
  • Ability to perform research analyze information exercise sound judgment and solve problems independently and collaboratively.
  • Strong communication interpersonal writing and customer service skills with the ability to communicate complex requirements clearly and professionally.
  • Intermediate level of technology proficiency using MS Office productivity tools and electronic contract management systems in daily work.
  • Ability to work effectively and respectfully with people from diverse backgrounds perspectives and roles.

  • Public procurement experience
  • Experience with LEAN processes and principles
  • Experience with SharePoint MS Teams and other collaborative online tools
  • Experience using B2Gnow or similar contract compliance and utilization tracking systems

Position Information:

  • Work Site Details:The team works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.The primary onsite location is King Street Center 201 S.   • Location Requirement:Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule:This position is exempt from the provisions of the Fair Labor Standards Act and therefore is NOT overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation:This position is PROTEC17 represented.
King County has a robust collection oftools and resourcesto support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work in our departments hybrid environment. Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work. Employees will need to be available and responsive during scheduled work hours and follow FBODs hybrid/remote guidelines that include on-camera participation during virtual video meetings.
