About the Human Resources Division:
The Human Resources division provides overall policy direction on human resources management and administrative support to all staff. It oversees various actions to develop the human capital and talent of Harris County Juvenile Probation (HCJPD). This division is responsible for recruitment hiring benefits compensation organizational development employee relations and training. HR plays a strategic role in business management and the fostering of a positive workplace culture which contributes significantly to HCJPDs overall success.

About the Position:
The Human Resources Specialist supports the Harris County Juvenile Probation Department by performing a variety of personnel functions and complex administrative tasks. This role plays a key part in the hiring process by screening applicants conducting interviews and managing onboarding addition to recruitment responsibilities the HR Specialist facilitates aspects of leave administration and regularly visits department facilities to provide in-person HR support answer employee questions and ensure staff have access to critical resources and information.

Duties and Responsibilities:
  • Proactively sources qualified candidates through targeted outreach networking and recruitment strategies.
  • Facilitates the hiring process by coordinating appointments conducting or acquiring background checks verifying references and employment eligibility and preparing final hiring packets for departmental approval.
  • Screens job applications to identify candidates who meet the skills and competencies required for open positions; recommends qualified applicants for further consideration and assists in the interview as a member or chair of the screening committee.
  • Assists in the facilitation of leave administration by providing guidance on policies documenting employee leave requests and supporting staff throughout the process.
  • Tracks and monitors staff absences within the facilities for accurate reporting and effective absence management; assists with the Countys Drug & Alcohol Policy including coordinating required testing.
  • Coordinates with leadership to confirm start dates onboarding and training for new hires; enters and maintains records for all candidates to ensure compliance.
  • Participates in recruitment activities including job fairs college campus visits and community outreach events.
  • Provides staff development in areas such as resume writing interview preparation and career advancement planning.
  • Makes routine visits to various divisions and facilities to answer employee questions offer support and ensure clear communication between HR and staff.

and Experience:
  • BA/BS degree from and accredited college or university in Human Resources Administration Business Administration or a related field of studyand
  • Two (2) years of Human Resources or Talent Acquisition experience.
OR
  • MA/MS degree in Personnel Administration/Human Resources Business Administration or a related field of studyplus
  • One (1) year of Human Resources or Talent Acquisition experience.
Knowledge Skills and Abilities:
  • Working knowledge of Texas Juvenile Justice Department (TJJD) standards regarding the hiring and retention of staff.
  • Strong verbal written and interpersonal communication skills.
  • Excellent organizational skills and keen attention to detail.
  • Ability to prioritize tasks and manage time effectively.
  • Ability to act with integrity professionalism and confidentiality.
  • Ability to create and implement sourcing strategies for recruitment for a variety of roles.
  • Proactive and independent with the ability to take initiative.
  • General knowledge of Microsoft Office applications.
  • Ability to interpret and apply employment laws and standards (EEOC ADA. FMLA FLSA etc.).
  • Must be 21 years of age.
Licensure:
  • Valid Texas Drivers license. (Employee must maintain liability insurance in at least the minimum amounts required by law.)

Additional Requirements:
  • Upon receiving a conditional job offer every applicant undergoes a criminal background check and drug screening.
  • Employees who hold this position are required to possess and maintain a valid Texas Drivers license. Employee must maintain liability insurance in at least the minimum amounts required by law.
  • Certified copies of transcripts of educational credentials and/or college credits will be required during hiring process.
  • All applicants are required to present evidence of a tuberculosis (TB) skin the event of a positive test the applicant will be required to provide additional documentation.
  • Every employee is subject to random testing for drug and alcohol or if there is a reasonable suspicion to believe that the employee is under the influence of a substance prohibited by this policy while in the course and scope of employment.
  • If public emergency is declared by county staff could be assigned to other duties and/or facilities and/or under the supervision of another county department.
  • Must be at least 21 years old.

Preferences

  • Experience managing all phases of the recruitment and hiring process.
  • HR Certifications a plus (SHRM-CP SHRM-SCP PHR SPHR).

HCJPD provides supervision and services to youth between the ages of 10 and 17 who are under the jurisdiction of the Juvenile Court. HCJPD is the largest juvenile probation department in Texas with approximately 1100 employees and over 3500 youth referred to the department annually.

  • Monday - Friday 8:00 a.m. to 5:00 p.m.

    • Hours may vary based on the needs of the department.
Salary:
  • $66768Annually
  • Based on 26 Pay Periods
