Position Overview

The Division of Rehabilitation Services is seeking to hire a self-motivated knowledgeable ambitious detail-oriented administrator to oversee a Disability Determination Adjudication Section for the Bureau of Disability Determination Services (BDDS) in Springfield. This position will plan organize direct review and evaluate the work performed for a specific geographical location that concerns adjudication production and operational efficiency ensuring compliance with Bureau and SSA guidelines. The Bureau of Disability Determination Services is responsible for disability determinations for all citizens of Illinois and is 100% federally funded and makes its decisions according to Social Security Administration rules and regulations.

Essential Functions

  • Serves as Section Chief for a geographical section in the Bureau of Disability Determination Services (BDDS).
  • Serves as full-line supervisor.
  • Interprets and implements pertinent Department of Human Services (DHS) and SSA policies and procedures related to case processing and Bureau procedures.
  • Administers the operating budget for the geographical section and regularly monitors utilization of section fiscal resources.
  • Directs sets priorities and coordinates the operational activities of contractual medical staff (physicians psychologists registered nurses) serving as consultants in the adjudication process.
  • Represents the Director Division of Rehabilitation Services (DRS) in conferences and at meetings.
  • Reviews and analyzes complex technical statistical data pertinent to the geographic section.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college with coursework in a social or human services field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience working with a Social Security Disability Program for a public or private organization.

Preferred Qualifications

  • Six (6) years of professional experience utilizing medical terminology body systems medical tests and reports and the effects of various types of impairments.
  • Six (6) years of professional experience working with a Social Security disability program for a public or private organization.
  • Four (4) years of professional experience utilizing the provisions of the Social Security Act with disability amendments regulations policies directives interpretations and case decisions.
  • Four (4) years of professional supervisory experience assigning work providing guidance to subordinates recommending counseling and/or discipline following collective bargaining agreementstraining staff and approving time off.
  • Two (2) years of professional experience working with state and federal Social Security Act (SSA) policies and rules relating to state or non-state technical procedures.
  • Two (2) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders ensuring detailed and critical analysis of work performed.
  • Two (2) years of professional administrative experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills.

Conditions of Employment

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Requires ability to pass a federal employment background check. Individuals selected for positions with the Illinois Disability Determination Service (DDS) must go through a complete federal background investigation suitability determination by the Social Security Administration. Those individuals meeting the state requirements for employment must first complete the federal background investigation prior to their start date. This is necessary to determine whether an employee can be issued credentials in order to have access to the Social Security Disability data records and systems. Further details will be provided during the pre-employment background check process.
