Summary

THE OPPORTUNITY:The King County Department of Assessments Office is looking for a Section Supervisor who is a dynamic people leader who possesses the professional analytical and mathematical skills to oversee and manage the workload of a high-volume team performing routine special and well-defined property tax exemptions. This closed promotionalassignment is open to all King County Employees CareerServiceor Career Service-exempt employees who have successfully completed probation.

This position will be a mix of individual contribution production oversight strategic planning and process improvement. The primary focus will be on producing timely and accurate exemption processing through a team of people technology enhancements and various internal and external partnerships. This position reports to the Accounting Division Director oversees a team processing tens of thousands of exemption transactions annually and partners with the division agency and external personnel. The work of this team contributes significantly to the overall accuracy of the property tax roll by applying exemptions timely and accurately. Job Duties

The successful candidate will at a minimum demonstrate skilland ability to:

  • Apply strong understanding of property assessments property tax exemptions and/or the assess-to-collect workstream.
  • Ability to read and understanddepartmental and county procedures legal documents RCW and WAC rules jurisdictional policies and detailed property records.
  • Perform all supervision performance and personnel-related tasks for assigned staff; write and conduct performance appraisals; provide new staff orientation and training.
  • Plan assign and direct the work of the team which includes training Provide regular performance feedback to promote accountability growth and high-quality work.
  • Participate in the development of analytical and computer system improvements aimed at improving the quality and efficiency of the property tax administration processes.
  • Recommend changes to policies procedures and division guidelines and suggest plans for their implementation.
  • Develop and coordinate team/division projects act as a liaison between team/division staff and technical staff in other divisions particularly internal teams and Treasury.
  • Utilize a keen understanding of property assessment accounting and administration standards strategies and trends necessary to assist in the leadership of the division.
  • Can drive quality accounting and administrative processes that ensure accurate and accountable property parcel administration and property tax exemptions services for our community.
  • Demonstrate strong business acumen and an ability to work in a culturally and generationally diverse environment.

Experience Qualifications Knowledge Skills

Any combination of education and/or experience that clearly demonstrates the ability to successfully perform the duties of the position to include:

  • Has Three (3) to Five (5) yearsof increasingly responsible performance management experience in accounting and administration related to property assessments exemptions or another related field.
  • Experience in employee supervision and engagement.
  • Possesses a strong grounding in property tax exemptions and property tax administration principles techniques and best practices.
  • Is knowledgeable about how customer service operations work including how to deliver excellent service and improve processes to meet the needs of customers.
  • Has a track record with developing and supporting the performance of employees and implementing detailed and accounting/appraisal-specific processes best practices and goals.
  • Can develop metrics and benchmarks to be able to project how results can be used in future initiatives to improve accounting exemption and administration processes.
  • Is customer-focused with a dedication to providing efficient and value-added services to our taxpayers.
  • Is an IT Project Adopter and Leader in the introduction of new technology tools to improve our accounting functions and services.
  • Ability to collaborate with other supervisors to solve cross-team problems and improve service to our customers.
  • Is able to supervise manage develop coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on engagement good communication and team building that is essential for the evolving business needs of the future; and
  • Is able to understand and apply Equity and Social Justice concepts in the supervision of staff and delivery of customer service.
