We are seeking an experienced Learning Strategy & Delivery Lead to drive the end-to-end learning design and execution for the program ensuring training is employer-relevant inclusive measurable and scalable. The role will lead the development of role-based learning pathways curriculum quality assessments and certification standards while overseeing training providers and instructors. Working closely with Monitoring and Evaluation teams the successful candidate will ensure high-quality data-driven learning outcomes inclusive design for priority learner groups and full compliance with safeguarding data protection and audit requirements.
Lead end-to-end learning strategy and execution for the program ensuring training
delivery is employer-relevant inclusive measurable and scalable.
Design and oversee role-based learning pathways aligned to technology-enabled
service roles translating role skill requirements into structured competency-based
curricula.
Own curriculum quality lesson plans learner materials instructor guides and
practical assignments across all training pathways.
Lead the design quality assurance and governance of program assessments
including competency stratification formative assessments capstones and
certification criteria.
Maintain assessment integrity through standardized rubrics moderation processes
calibration guidelines and certification evidence packs.
Source onboard and manage external training providers and instructors including
delivery standards SLAs KPIs and performance improvement plans.
Implement inclusive learning design and accessibility standards for priority learner
groups including young women women living with disabilities and displaced or
vulnerable beneficiaries.
Lead training quality assurance processes including training of trainers session
observations instructor coaching and continuous curriculum improvement.
Work closely with Monitoring and Evaluation teams to track learning KPIs including
enrolment attendance completion assessment outcomes and certification rates.
Produce learning dashboards monthly performance reports and after-action
reviews to support evidence-based improvements.
Ensure learning operations comply with program controls safeguarding
requirements data protection standards and audit readiness expectations.
Minimum Requirements
Bachelors degree in Education Instructional Design Social Sciences Computer
Science Business or a related field (Masters degree is an added advantage).
Minimum of 57 years experience leading learning design and delivery for large-scale
digital skills or workforce development programs.
Demonstrated experience designing competency-based curricula assessments and
certification frameworks.
Proven experience managing external training providers instructors or delivery
partners with measurable performance outcomes.

Strong training provider management skills including RFP participation SLA
management and performance monitoring.
Data-informed mindset with the ability to track KPIs analyze learning performance
and drive continuous improvement.
Excellent documentation and record-keeping discipline with audit-ready outputs.
Strong stakeholder engagement facilitation and coordination skills across multi-
partner environments.
Inclusion- and accessibility-aware learning approach with experience supporting
vulnerable learner groups.
Proficiency in Microsoft 365 tools and familiarity with LMS platforms and learning
technologies.

Emerging Market Model Initiative (EMMI): Implemented in Nigeria in collaboration with several federal and state governments this program uses a blended learning approach to train 36000 youth in digital skills over a year.
Digital for All Challenge: This is a free large-scale digital skilling competition designed to drive digital literacy among youth (ages 16-45) across Nigeria with participants able to win prizes.
Basic Digital Education Initiative (BDEI): This program aims to train 500000 public school students (ages 8-18) and 5000 teachers in foundational digital literacy and STEM concepts.
Digital Skills for the Workplace (DSFW): This initiative focuses on equipping young Africans with top employable skills in areas like software development UI/UX design and cybersecurity through onsite/online learning and internship placements.
