Job Summary
The Tendering and Procurement Engineer will lead and coordinate all activities related to tendering bid preparation evaluation contract negotiation and procurement of goods and services for high voltage electrical projects. This expert will ensure compliance with international contracting standards and local regulations while maximizing value and minimizing risk.
Key Responsibilities:
Manage endtoend tendering processes for EPC and subcontractor packages related to HV substations transmission lines and grid infrastructure.
Prepare and issue RFQs/RFPs and tender documentation in line with FIDIC and other relevant contractual frameworks.
Evaluate technical and commercial proposals prepare bid evaluation reports and recommend contract awards.
Lead negotiation of commercial terms and conditions with vendors and contractors.
Coordinate with legal and technical teams to finalize contract documentation.
Develop and maintain qualified supplier databases for HV electrical equipment and services.
Ensure timely procurement of equipment and materials as per project schedules.
Monitor contract performance and manage contract change orders and claims.
Ensure all procurement activities are transparent auditable and compliant with donor or client guidelines (e.g. World Bank AfDB).
Qualifications :
Bachelors degree in Electrical Engineering Procurement Business Administration or related field.
Minimum 10 years of experience in tendering and procurement within high voltage electrical infrastructure projects 66kV and above).
Strong experience in EPC FIDICbased and turnkey contract environments.
Indepth understanding of international procurement practices INCOTERMS and supply chain logistics.
Familiarity with major HV equipment (transformers switchgear protection systems etc..
Excellent negotiation analytical and stakeholder engagement skills.
Proficient in MS Office Suite ERP/procurement systems (e.g. SAP Oracle) and document control platforms.
Fluent in English
