Job Summary

ESSENTIAL FUNCTIONS

Plan coordinate integrate implement and evaluate the use of acquisition programs in the broad area of Chemical and Biological Defense.
Employ technical expertise to translate scientific information into required programmatic and fiscal documentation to support the planning programming budgeting and execution system.
Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action.
Participate in Integrated Product Teams and serve as technical and programmatic point of contact.
Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community.
Provide support to and coordination of acquisition and planning programming budgeting and execution documents to include development of budget exhibits (R Forms) and Program Objectives Memorandum (POM) materials for a research and development acquisition program.
Assist in setting portfolio project and product level strategy and priorities;
Ensure portfolios are responsive and mapped to program goals and requirements.
Coordinate and consolidate complex technical programmatic and strategic responses to support division initiatives to a variety of internal and external audiences.
Create briefings and products for both technical and senior leader audiences.
Track cost schedule and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program.
Advise the program team on risk assessment and risk management business and contracting strategies and technology transfers.
All other duties as assigned.

MINIMUM QUALIFICATIONS

DoD Secret level clearance
Bachelors Degree in business finance economics or a related field.
3-5 years of experience providing financial analysis to federal clients.
Detail-oriented self-starter with excellent communication and time management skills.
High-level proficiency with MS Excel PowerPoint and Word; ability to quickly learn to use new IT systems and software.

PREFERRED QUALIFICATIONS

Masters Degree in business finance economics or a related field.
Certified Defense Financial Manager (CDFM)
Certified Government Financial Manager (CGFM)
Certified Cost Estimator/Analyst (CCE/A)
Knowledge of Joint Chemical Biological Defense Program systems (e.g. JSCBIS/JICAP) and GFEBS
Knowledge of GFEBS
Certified Public Accountant (CPA)
Knowledge of the DoD acquisition policies

LOCATION: This position is full-time and on-site in Fort Belvoir VA.

SALARY:Salaries are determined based on several factors including external market data internal equity and the candidates related knowledge skills and abilities for the position.
