Job Summary

Job Summary: The Program Manager provides program administration and supervision of residential treatment programs for chemically dependent persons. With the Director of Operations manage fiscal and program policies and represents the agency by conducting interface with both public and private agencies. They implement treatment services monitor quality controls and manage/supervise and develop program staff. They ensure counselors provide critical direct and continuous client therapeutic counseling and assessment services. Success is a result of innovation and creativeness flexibility and a willingness to apply learned practices sound management principles and experiences effectively. Flexibility and effective time management practices are a must. This position requires self-confidence creativity and the ability to exercise individual discretion or judgment. Sound organizational skills and the ability to handle multiple tasks are required skills. They must be able to devote the time and energy required to ensure program requirements and services are maintained and conducted in accordance with agency policy and state and federal regulations. They must be able to dissolve and resolve conflict within the staff and client structure. They must possess a high level of crisis tolerance and the ability to work through crisis situations in a professional therapeutic and positive manner.

Duties & Responsibilities:

  1. Implements therapeutic services in keeping with Progress Valleys philosophy. Supplements program components to meet changing resident needs.
  2. Directs Counselors Mental Health Therapists Lead HCD Tech and Interns including staffing training motivating performance appraisals and developing goals systems and procedures to ensure achievement of goals. Assists direct reports in providing directions and supervision to their employees.
  3. Regular participation in agency alumni engagement and activity planning as well as community education/advocacy program planning and implementation.
  4. Provides clinical supervision of direct service personnel including Counselors Mental Health Therapists and Lead CD Tech to assure the quality of care and compliance with state statutes and licensing.
  5. Recruit hire train supervise and evaluate staff.
  6. Facilitate staff meetings.
  7. Organize and supervise the daily operation of the program including the physical plant to ensure quality services.
  8. Responsible for maintaining or exceeding budgeted program census and client completion rates by managing the intake process and facilitating discharges.
  9. Assist the Director of Operations with budget preparation. Manage fiscal policies and functions and authorize program expenditures.
  10. Recommend policies and programs to the Director of Operations that encourage program development operating efficiency and the accomplishment of organizational objectives.
  11. Maintains regular communication with the Director of Operations regarding necessary information pertinent to program management through regular meetings participation in management meetings monthly reports supervision meetings and other means of accepted communication.
  12. Under the supervision of the Director of Operations manage program functions and facilities in compliance with all pertinent local state and federal laws and applicable licensing requirements and standards.
  13. Keep contracting agencies and other interested parties informed on a regular basis with respect to program changes and progress.
  14. Participate in local community organizations as directed.
  15. Develop and maintain good working relationships with all Progress Valley ancillary programs/services.
  16. Ensure self-development by attending seminars conferences etc. to keep apprised of new methods and procedures. Remain current on licensing requirements.
  17. Maintain ethical and professional standards with staff and clients.
  18. Provide counseling services when counseling staff is on leave. Facilitate groups and lead dyadic group presentations as needed.
  19. Collect client and program statistical and demographic data.
  20. Provide services on a limited basis to clients client families and/or significant others as needed.
  21. Generate and maintain referral sources/lists.
  22. Review all program discharges and transfers.
  23. Conduct regularly scheduled client chart reviews/audits and ensure all files (open & closed) have all necessary and required documentation.
  24. Supervise training of clinical staff on the Electronic Health Record system.
  25. Supervise the development and maintenance of curriculum for therapeutic behavioral and educational group sessions (including lectures). Audit groups regularly to ensure appropriateness and relevance.
  26. Recognize client crises and direct the implementation of an appropriate course of action.
  27. Identify with the client any needs (of the client) which cannot be met by Progress Valley and assist the client to utilize the support systems and community resources available to them. When appropriate transfer clients to appropriate programs/services that better meet their individualized clinical needs.
  28. With the clinical team identify client discharge dates and determine discharge status based on client needs and progress in treatment plan objectives.
  29. Consult with other internal staff and/or external professionals regarding client treatment and services to ensure comprehensive quality care for the client.
  30. Make appropriate and timely referrals when necessary.
  31. Supervise the development of and at time present relevant alcohol and drug abuse and co-occurring information to clients family and community members through formal educational presentations.
  32. Provide supervision and ensure appropriate implementation of client recreation/leisure activities and alumni activities.
  33. With the treatment team monitor and approve the use of client privileges. With the Director of Operations review the implementation of these procedures to improve staff consistency.
  34. Schedule clinical staff to ensure daily clinical availability including on-call coverage.
  35. Arbitrate formal client and staff grievances as needed.
  36. Will take part in organizing the annual Progress Valley alumni event and other fundraising events as directed.
  37. Monitor the maintenance of the physical plant(s).
  38. Attain maintain and promote a positive safe harmonious productive and challenging work environment.
  39. Maintain a favorable driving record (favorable is left to the interpretation of the employer and any agent acting on behalf of the employer.)
  40. Collect urinalysis samples and perform breath analysis tests for clients as needed.
  41. On-call coverage rotation.
  42. Provide other services as needed to attain all program outcomes desired.
  43. Perform other tasks/duties as assigned by the supervisor or management.

Authority:

Has the authority to admit and discharge residents with input from counseling staff or in emergency situations.

Has the authority to hire or terminate employees after consultation with and approval from the Director of Operations and/or Executive Director.



Requirements

Qualifications:

  • CD license.
  • 4-yr. degree in CD Counseling or related field or equivalent training and experience preferred.
  • Minimum three (3) years of direct experience in the chemical health field or administration of direct services to individuals with chemical use problems.
  • Working knowledge of the chemical dependency treatment continuum.
  • Must have completed or obtained 12 hours of training in co-occurring mental health problems and substance use disorders or ability to obtain within 6 months of hire.
  • Individual and group counseling experience is preferred with an understanding of family dynamics in the disease of chemical dependency.
  • Experience in budget development fiscal management employee supervision and program administration preferred.
  • Must be able to pass DHS Rule 11 background check.
  • Excellent oral and written communication skills.
  • Must be computer literate.
  • Ability to structure time well and develop priorities.
  • Ability to relate to people from diverse backgrounds.
  • Positive driving record (periodic review of driving record required).
  • Valid state drivers license.


Physical Requirements: Repetitive movement of hands and fingers typing and/or writing. Occasional standing walking stooping kneeling or crouching. Reach with hands and arms. Ability to communicate converse with and exchange information
