This role will sit within the Procurement Team in the Infrastructure Projects Directorate. The Directorate is responsible for the delivery of a number of major roads projects the majority of which are high value/high risk as well as the provision of procurement advice across the agency.
Procurement is not undertaken by a central procurement department in Transport Scotland but is instead carried out in a decentralised manner by staff with appropriate skills and expertise who are members of project teams. Therefore the Procurement Team in the Infrastructure Projects Directorate has an essential role to play in supporting sustainable procurement across all of Transport Scotlands operational and policy areas. The Procurement Team provides advice training and support to project teams throughout all nine Transport Scotland Directorates as well as ensuring that the agencys procurement policies and procedures are in line with Scottish Government policy and relevant legislation.
Pay Supplement
This post attracts a procurement pay supplement currently 2250 subject to minimum eligibility criteria which includes a minimum of 3 years experience in a procurement or commercial role 1 year at this level and a commitment to Continuous Professional Development (CPD). Pay supplements are discretionary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review and affordability.
Responsibilities:
- Leading on low/medium value procurements and supporting on medium/high value procurements. This includes the development planning and implementation of procurement strategies ensuring compliance with legislation and optimising value formoney whilst addressing Scottish Government policy aspirations such as sustainability fair work practices and the inclusion of SMEs and supported businesses.
- Working effectively with a range of stakeholders across Transport Scotland and Scottish Government to ensure effective engagement with operational procurement best practice.
- Providing advice and guidance on procurement policies procedures legal matters and best practice to staff and stakeholders to develop competency.
- Use of relevant systems/tools in delivery of procurement projects i.e. PCS PCS-T eRDM and the Single Procurement Document (SPD).
Procurement Governance Duties:
- Gathering analysis interpretation and dissemination of data and information to facilitate management decisions planning and performance reporting.
- Co-ordinating spend and savings information.
ResponsibilitiesQualifications
This is a specialist role which requires evidence of a commitment towards continuous professional development including external advanced level professional accreditation of CIPS Level 4 Diploma WCC Practitioner Certification or relevant equivalent*; or a commitment to attaining such an accreditation once in post.
* Equivalent may include accreditation from another relevant professional body or a relevant academic qualification at degree or post graduate level. Significant evidenced experience operating and delivering at an advanced level may be considered as equivalent when accompanied by a commitment to attaining an accreditation once in post.

Location
This post is based in Glasgow 177 Bothwell Street G2 7ER. You are required to be office based twice per week pro rata.
