Accountability:
Accountable to the Director of Supportive Sheltering
Supervisory Responsibilities: The Program Manager will oversee all staff and villagers at Menlo Park Safe Rest Village. Staff include the SRV Engagement Coordinator Shift Leads SRV Advocates and SRV Peer Support Specialists.
Position Summary:
The Program Manager oversees the daily operations 24/7 of Menlo Park Safe Rest Village shelter. The program is designed to support individuals experiencing homelessness many of whom are navigating substance use disorders long-term instability and trauma. This role leads all program operations supervises staff ensures a safe and supportive environment for neighbors and upholds the organizations commitment to low-barrier trauma-informed and culturally responsive services.
Responsibilities:
Program Operations & Oversight
Manage daily shelter operations ensuring continuous 24/7 coverage and smooth coordination across shifts.
Develop and implement policies procedures and workflows that align with best practices in shelter management and harm reduction with the shelter Director.
Maintain adherence to safety protocols emergency procedures and regulatory requirements.
Oversee intake orientation and separation processes for neighbors in partnership with outreach and housing specialist teams.
Monitor utilization capacity incident reports and operational metrics; prepare reports for leadership and funders as needed.
Staff Leadership & Supervision
Hire train schedule and supervise shelter staff including shift leads shelter coordinators peer support specialists and on-call staff.
Provide coaching and performance management evaluation that prioritizes professional growth and accountability.
Lead regular team meetings and ensure strong communication across 24-hour operations.
Foster a culture of compassion consistency and trauma-informed engagement. Promote a team environment where villagers needs and success are paramount.
Supportive Environment
Ensure the shelter environment is safe welcoming dignified and responsive to complex needs.
Model and reinforce harm-reduction practices de-escalation strategies and client-centered approaches.
Collaborate with case managers and community partners to support neighbors stability recovery goals and successful transitions to permanent housing.
Respond to escalated situations and support staff in crisis response and problem-solving.
Community & Partner Coordination
Build and maintain strong working relationships with outreach teams behavioral health providers first responders and service agencies.
Represent the shelter in community meetings collaborative initiatives and partnership settings.
Ensure alignment with contracts expectations and collaborative goals with municipal or county partners.
Administration & Compliance
Oversee data collection documentation and HMIS/Apricot compliance.
Manage program expenses and resource allocation.
Ensure the facility is maintained stocked and operational coordinating with vendors and maintenance providers and requests.
Support grant reporting and program evaluation activities.
Qualifications:
Required:
- 35 years of experience in homeless services shelter operations behavioral health or related fields.
- 2 years of staff supervision experience in a 24/7 or high-needs environment.
- Demonstrated ability to work with individuals experiencing homelessness substance use disorders and trauma.
- Knowledge of harm reduction trauma-informed care and crisis intervention.
- Strong communication leadership de-escalation and problem-solving skills.
- Ability to work evenings weekends or respond to emergencies as needed.
- Demonstrated ability to prepare reports and proposals and to present such reports and proposals both verbally and in writing.
- Demonstrated ability to meet contractual obligations.
- Excellent computer skills. Demonstrated ability to use word processing database calendar spreadsheet e-mail and Internet programs.
- Demonstrated excellent time management skills
Preferred
- Bachelors degree in Social Work Human Services Public Administration or related field (or equivalent lived/professional experience).
- Familiarity with HMIS shelter management systems and program compliance requirements.
- Experience working with culturally diverse and marginalized communities.
Work Conditions and Physical Requirements:
- This role operates in a high-energy 24/7 transitional shelter setting with frequent neighbor interactions occasional crisis situations and the need to remain calm flexible and solution-oriented. Some local travel may be required.
- Work is performed primarily indoors but due to the nature of the facility work is also performed outdoors in all types of weather.
- Ability to work in environments with varying noise levels from quiet offices to louder industrial settings.
- Ability to occasionally lift and/or move objects weighing up to 30 pounds.
- Work requires the ability to perform repetitive movements of the wrist hands or fingers due to continuous use of computer keyboards and other office equipment.
- Work requires the ability to sit stand or walk for prolonged periods and ability to stoop and kneel occasionally
- Work requires the ability to safely operate a motor vehicle and must be able to provide proof of a valid Drivers License
- Must be able to provide proof of COVID-19 vaccination or religious exemption
