Description
This exciting role provides the opportunity to be at the forefront of smart ticketing in Scotland working with senior management from across industry on ticketing improvements within public transport so that it is easier to use more integrated and delivers for passengers.

You will be responsible for designing developing delivering and managing NSTAB policy working with partners stakeholders and multidisciplinary teams to deliver intended policy outcomes.

The Smart and Integrated Ticketing (SIT) team is part of Transport Scotlands newly formed Transport Integration and Connectivity Directorate with a vision to deliver A better integrated public transport system making it more accessible available and affordable contributing to a healthier fairer and more prosperous Scotland.

It has an established programme of work to deliver integrated smart ticketing and payment commitments as well as travel data and information activities across all public transport in Scotland covering national and regional schemes and projects policy and legislative measures.

The programme is split into policy project delivery and systems support. This role is within the policy team within SIT but will work with others across the wider team to share knowledge insights and skills as the policy measures will ultimately affect delivery activities.

The role reports to the Smart Policy Delivery Lead and is specifically required to support delivery of the National Smart Ticketing Advisory Board (NSTAB) established in 2023. The NSTAB Work Programme sets out an ambitious series of activities to deliver advice to Scottish Ministers on the strategic development of smart ticketing in Scotland including on the specification of a technological standard(s) for smart ticketing and advice on the delivery of Transport (Scotland) Act 2019 measures.

As part of this you will work closely with the Chair of the NSTAB to deliver key activities for NSTAB including developing reports for the Board to consider and preparing advice on behalf of the Board for Scottish Ministers. To deliver this you will work with the NSTAB members Transport Scotland policy directorates and the public transport industry in Scotland as well as local authorities regional transport partnerships passengers groups and suppliers. You will provide secretariat duties for the Board including meeting scheduling minutes developing presentations etc as required by the NSTAB Chair and Sponsor.

In addition to supporting the work of the NSTAB it is expected that this role will work with the Smart & Integrated Ticketing policy team on the development of smart ticketing and payment policy.

Responsibilities:
  • Deliver the NSTAB Work Programme on behalf of the NSTAB Chair and Board Members including delivery of technical and policy reports output from the Standards Technology Advisory Report (STAR) and collate input and intelligence for the NSTAB members to consider and develop strategy on the future of smart ticketing for Scottish Minsters.
  • Lead on evidence gathering and analysis to deliver the Work Programme including research into the political economic social technical legal and environmental implications of smart and integrated ticketing. Identify gaps in policy and research required to support the work of the NSTAB and delivery of the STAR and work with the NSTAB and Transport Scotland smart policy team to propose develop and deliver opportunities to conduct additional feasibility studies business cases etc.
  • Generate document and disseminate advice to key stakeholders and Scottish Ministers on behalf of NSTABensuring that technical information is conveyed clearly concisely and to a high quality allowing stakeholders and Ministers to effectively understand the full spectrum of complexity related to smart ticketing whilst being able to confidently make decisions on next steps and strategic direction.
  • Work with the Chair of the NSTAB to draft and develop the NSTAB annual report and delivery plans and evaluate the effectiveness of the Boardensuring engagement with industry and Ministers to gain consensus on the most effective workstreams for the NSTAB to prioritise and focus resource on in order to deliver their statutory functions.
  • Engage with both internal and stakeholders on behalf of the NSTAB coordinating marketing and engagement plans to provide consistent clear communications and be a skilled ambassador to represent and champion NSTAB and smart ticketingactivity across the industry for operators Local Authorities Regional Transport Partnerships Department for Transport devolved administrations and Scottish Government departments to develop and promote NSTAB advice on smart and integrated ticketing.
  • Provide Secretariat duties for the Boardincluding scheduling correspondence meeting support documentation management finance management etc.
  • Ensure that competing deadlines are met while maintaining a high-quality level of work delivered to support the NSTAB and undertake other ad hoc duties commensurate with the nature and grading of the post.

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role including Flexi-leave.
Location
This post is based in Glasgow 177 Bothwell Street G2 7ER. You are required to be office based twice per week pro rata.
