About the division:
The Financial Services Division (FSD) which in collaboration with other Health Care Authority divisions a variety of external stakeholders and legislative partners provides strategic financial expertise for Medicaid Community Behavioral Health (CBH) Public Employees Benefits Board (PEBB) and School Employee Benefits Board (SEBB) addition FSD oversees the budget and compliance functions necessary to manage and monitor a $14.5 billion annual budget. Functions include budget management accounting forecasting professional and hospital rate setting financial analysis and payment/collection operations.
About the position:
This senior level Fiscal Analyst 3 (FA3) position is responsible for accounts receivable processing financial report analysis reconciliation and resolution for both PEBB and SEBB) programs. Report analysis reconciliation and resolution.
This position will require in-person training 2 days a week. After training this position is eligible to telework and is typically not required to report onsite but may be required to report on-site to meet business needs on a frequency determined by the supervisor. The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
Duties
Some of what you will do:
- Review analyze and monitor several complex systems adjusting receivables as needed into the Agency Financial Reporting System (AFRS) that directly affects subscriber accounts in accordance with the GAAP.
- Independently reviews analyzes interprets and adjusts PEBB and SEBB insurance financial accounts both for individual and group accounts in accordance with GAAP.
- Reconciles financial reports to determine if collection or refund is necessary.
- Initiates Electronic Debit Service (EDS) receivables with individual subscribers financial institutions reviews and reconciles accounts.
- Respond to subscriber requests to initiate EDS payment of monthly premiums.
- Verify submitted EDS publication forms ensure the accounts are eligible for EDS.
- Create ACH withdrawal between US Bank and individual subscriber accounts.
- Escalates account or system concerns to supervisor; participates in system testing; documents procedures.
Qualifications
Required qualifications:

- Must be able to communicate in a positive manner with diverse audiences and facilitate large and small teams
Qualifying candidates will also meet one of the following criteria options:
Option 1:
A bachelors degree or higher in a financial related field certification as a Public Accountant Internal Auditor Certified Governmental Financial Manager or Management Accountant
Option 2:
- An associates degree that includes 18 quarter or 12 semester hours in accounting auditing or budgeting.
- Two (2) years of relevant professional experience.
Option 3:
- Four (4) years of relevant professional experience.
Preferred qualifications:
- Bachelors degree in financial related field certification as a Public Accountant Internal Auditor Certified Governmental Financial Manager or Management Accountant.
- Customer service experience assisting a diverse customer base.
- Intermediate skill level in Microsoft Excel Access and Word programs.
- Governmental accounting experience.
- Accounts receivable experience.
- Ability to convey ideas and facts orally and in writing using language the audience will best understand.
