Description

The City of Tukwila is in search of a UtilitiesProject Manager.Under the direction of the Senior Program Manager for Utilities and the City Engineer the Utilities Project Manager performs professional level project management activities and coordinates all aspects of large complex capital improvement projects. This new role will increase the capacity of the Public Works Engineering Division and will focus on delivering safe reliable and cost-effective water wastewater and stormwater utility services.


The position will plan coordinate and direct the development of plans specifications and cost estimates for design and construction contracts supporting the Citys utility infrastructure. You will also contribute to the overall management of critical utility systems through asset management rate setting preventative maintenance schedules risk identification and mitigation through prioritization of capital projects.

About Public Works Department:
The Public Works Department provides the foundation for high quality of life in Tukwila by protecting the health and safety of residents visitors and businesses. The Department is responsible for design construction operations and maintenance of the Citys essential transportation water sewer and surface water infrastructure. Public Works also supports other departments through the management and maintenance of the Citys vehicles and facilities assets. The department is comprised of 67 employees organized into four divisions: Administration Engineering Maintenance & Operations and Fleet & Facilities.

Salary Range:
$10286 - $12504per month. This position is represented by the Teamsters 763.

Essential Duties and Responsibilities

  • Manage consultant and construction contracts in compliance with Washington state procurement laws.
  • Coordinate with other project managers other local utilities and regional service providers to understand utility system conflicts long-range plans and customer impacts.
  • Draft changes to local ordinances to keep the Tukwila Municipal Code current with respect to utility connection charges system expansion requests and development regulations.
  • Provide technical expertise to oversee the system planning design and construction of repair and replacement projects for stormwater collection conveyance and water quality treatment systems.
  • Provide technical expertise to oversee the system planning design and construction of repair and replacement projects for the Citys drinking water distribution system.
  • Provide technical expertise to oversee the system planning design and construction of repair and replacement projects for the Citys sanitary sewer collection system.
  • Stay abreast of technological advances and regulatory requirements affecting the utilities industry.
  • Coordinate with other divisions and departments regarding utility coordination and infrastructure standards development.
  • Contribute to utility rate setting by providing input to the 6-year Capital Investment Program understanding operations and maintenance costs regulatory requirements economic forecasts and other factors driving utility rates.

  • Communication both oral and written sufficient to exchange or convey information and to receive work direction.

Education Experience and Other Requirements

Licensing Requirements (Position requirements at entry):

  • An ABET accredited bachelors degree in construction management environmental science engineering or a related field; and
  • Five years of project management experience.
  • Or an equivalent combination of education and experience which provides the knowledge skills and abilities sufficient to perform the essential elements of the job.
  • A valid drivers license is required.

Preferred Qualifications:

Registration as a Professional Engineer (PE) within the State of Washington or the ability to obtain registration within 6 months
