Job Title: Dual Language System Navigation (MA3) Spanish
Location: Olympia WA - Full-Time/Permanent/Hybrid - This position mostly works from home with the occasional in-person meetings trainings and travel for learning opportunities.
Closes: January 4th 2026
Salary:$60132 - $80820 Annually - There is an additional 5% assignment pay for dual language based on the successful completion of the Spanish Language Certification Test.


This position is responsible for providing holistic and comprehensive supports services to the workforce on behalf of DCYF programs. This role is primarily focused on providing 1:1 technical assistance for accessing and navigating DCYF programs policy and systems. This position will provide individualized consultation supporting a variety of supports to guide those who serve children youth and families across DCYF and implement a navigation protocol to provide a seamless connection for provider supports. This position will assess program needs as it pertains to support services and activities to contribute to long-term planning and inform the development and management of the program supports and DCYF systems.

As a condition of employment the incumbent must pass a DCYF Spanish language certification test within the first 6 months of employment.

Some of what you will get to do:

This position supports an area that is composed of a significant population of clients that primarily Spanish with limited English keeping with the mission of DCYF this position will serve as a point of contact within the work unit / program area to provide dual language assistance to clients that have limited English. This position has an obligation to provide clients with oral and / or written interpreting and translation services including interviewing reviewing documentation and obtaining statements from clients with limited English proficiency. This position also:
  • Implements program policy for internal and external providers and stakeholders regarding state or federal guidelines and clarification about interconnection with professional development policy and procedures.
  • Implements procedure tools and processes for DCYF systems and recommends changes to program policies.
  • Anticipates potential conflict and programmatic barriers and attempts to provide direction and resolution before problems occur.
  • Processes systems applications necessary to determine eligibility to incentive and awards.
  • Reviews individual qualifications and program performance standards to support an individual plan; evaluates and consults with staff and outside entities to explore solutions and alternatives based on program policy and DCYF recognized alternatives to meet the goals and objectives of the program.
  • Implements and monitors professional development policy procedures and protocols that interface with the professional development program and workforce registry.
  • Responsible for complex technical guidance to DCYF agency staff regarding the workforce registry and learning management system.
  • Implements training for agency staff and new staff on the workforce registry.
  • Implements professional development policy and intersect between the professional development team and other agency business teams and external partners.
  • Implements state federal and agency policy with emphasis on intersects between DCYF policy professional development policy other DCYF business area policy and workforce registry data.
  • Coordinates and develops program support materials to help meet program guidelines and applications to operationalize procedures associated with Workforce Growth Quality and Recognition policy.
  • Responsible for assisting with cases of limited English proficiency clients from individuals whose primary language is Spanish including interviewing reviewing documentation and obtaining statements.
  • Analysis of data reports to respond to quality assurance checks associated to trainings state-approved trainers and professional development contract deliverables.
  • Prepares source data for analysis information recommending priorities and procedures that interface with the workforce registry (MERIT) and the DCYF external Training portal (LMS).
  • Processes user and account documents by reviewing data for deficiencies; resolving discrepancies by using standard procedures.

REQUIRED QUALIFICATIONS:

  • Bachelors degree and two (2) years of experience including planning policy analysis coordination and consultation with a variety of public and private agencies organizations and/or levels of government.
OR
  • An associate degree and four (4) years of experience including planning policy analysis coordination and consultation with a variety of public and private agencies organizations and/or levels of government.
OR
  • Equivalent combination of education and experience totaling six (6) years in planning policy analysis coordination and consultation with various public and private agencies organizations and/or levels of government demonstrating progressively responsible roles and achievements.
AND
  • Three (3) years of experience providing technical assistance to clients/constituents or customer support regarding inquiries complaints or requests for assistance.
  • Must pass a DCYF Spanish language certification test within the first 6 months of employment.
AND
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
In addition to those required qualifications our ideal applicant will also have some or all of the following:
  • In-depth knowledge of the early learning field and DCYFs involvement and responsibilities in supporting early learning professionals.
  • Previous demonstrated knowledge of child care licensing program policies early childhood education as well as state and federal laws and regulations.
  • Previous demonstrated knowledge and experience working with professional development registries and/or web-based data systems.
  • Proven effectiveness working collaboratively with a team.
