THE POSITION
SENIOR HUMAN RESOURCES MANAGEMENT ANALYST
Full-Time Benefited Unclassified (At-Will)
The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks or may perform similar related tasks not listed here.
- Conducts and prepares investigative reports on issues that are sensitive and confidential in nature including employee misconduct; makes decisions related to the course and extent of investigations.
- Provides advice consultation and information to department managers supervisors and employees regarding discipline and related personnel rules policies and procedures to assist in assuring consistent and uniform application of the disciplinary process Citywide when required; advises department managers and supervisors regarding their options and recommends an appropriate course of action; and participates in fact-finding investigations.
- Participates and assists in the meet-and-confer process either during the contract labor negotiation process and/or on individual matters; meets with department managers in order to identify management concerns and possible resolutions; analyzes the impacts and costs of proposals and assists with making recommendations for City positions.
- Develops new or modifies existing personnel policy and procedures and interprets personnel policy.
- Leads and participates in new and revised legislative analysis activities.
- Develops short-range and long-range program plans for the department to meet objectives established by the department head and the management team.
- Thoroughly analyzes fiscal impact for programs and issues requirements and requests for services. Collects data sufficient to support conclusions and recommendations. As appropriate informs other City employees of the findings that affect the operation of another department. Conducts analysis consistent with established deadlines.
- Makes effective verbal presentations and written reports for the City Council boards and commissions staff intergovernmental and citizen groups. Develops and presents ideas and issues in a convincing verbal and written manner.
- Develops and maintains effective working relationships with members of the City staff intergovernmental and citizen groups and departmental staff.
- Maintains effective and continuing rapport with other governmental units. Effectively represents Culver City on issues of importance to the City.
- May provide supervision over technical and clerical staff including assigning directing training and evaluating subordinate staff.
- Assists in assuring consistent and uniform application of the disciplinary process Citywide when required; advises department managers and supervisors regarding their options and recommends an appropriate course of action; and participates in fact-finding investigations; evaluates evidence; assists managers in implementing disciplinary actions where needed.
MINIMUM REQUIREMENTS
Education & Experience:
- A Bachelors degree from an accredited college or university with a major coursework in human resources business or public administration or a related field AND;
- Three (3) years of experience performing professional-level employee relations investigations labor relations or human resources work. A Masters degree maybe substituted for one (1) year of work experience.
License and Certificates:
- Possession of a valid California Class C drivers license.
Desired Qualifications:
- Masters degree or advanced coursework in a discipline related to Human Resources.
- Professional certifications such as PHR/SPHR SHRM-CP/SCP IPMA-CP/SCP AWI-CH and/or CCP.
- Experience working within a civil service system.
- Experience in a unionized environment.
- Experience in Californias unique employment environment.
EXAMINATION PROCEDURES
