We are seeking a Budget and Finance Manager to oversee financial operations for seven departments within the Disparity Elimination line of business. This position will lead the budget development process and financial performance monitoring for the line of business as well as managing Disparity Eliminations accounting and auditing functions.
Location and hours: This position is remote. Work hours will be Monday through Friday 8 a.m. to 4:30 p.m. Remote workers may be required to come on-site 0 to 12 days a year for work meetings trainings or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Based on business needs of this position hires must live in or relocate to Minnesota.
Lead the annual budget development process for seven departments including playing a key role in the development of materials for the annual budget meeting with County Administration and county board budget hearing monitor and forecast department expenditures and revenues throughout the year and ensure actual expenditures are within budget.
Manage accounting processes and policies for the line of business including those related to state and federal grant revenue received by Disparity Elimination departments.
Resolve finance issues on a daily basis help departments understand and effectively manage their budgets and provide financial guidance and support related to complex accounting and budget issues that arise.
Supervise a team of three financial professionals that provide accounting and budget support to the line of business.
Communicate and collaborate with other county finance staff on a regular basis including participating in county CFO meetings and working closely with Office of Budget and Finance staff throughout the budget development and annual auditing processes.
Need to Have:
One of the following:
Nine years or more of experience as an accountant financial analyst or auditor three of which are in a functional area of accounting auditing or financial management.
Bachelors degree or higher in accounting or business administration with emphasis in accounting andfive years or more of experience as an accountant financial analyst or auditor three of which are in a functional area of accounting auditing or financial management.

Working in public sector finance including the development and management of budgets and using generally accepted accounting principles (GAAP).
Communicating and engaging effectively with leaders and employees at all levels of the organization around complex financial principles concepts and data.
