Description / Position Overview

About the Job: The purpose of this position is to provide advanced analytical research and reporting support to inform data-driven decision-making within the Colorado Springs Police Department. The Senior Analyst conducts complex analyses evaluates operational and workload data and produces high-quality reports and recommendations that support service improvements resource allocation performance measurement and long-range planning. The position also supports policy research open-data transparency efforts and continuous improvement initiatives to enhance the effectiveness and efficiency of police operations.

As a Senior Analyst in Strategic Initiatives you will:

  • Provide complex data analyses reports and recommendations on a variety of police operations allowing staff to make data-driven decisions about service improvements to continually measure department performance and to evaluate the impact of changes. Data for analysis includes topics such as calls for service use of force pursuits bias complaints and others.
  • Conduct data-driven workload analyses with recommendations for schedules staffing and multi-year forecasts.
  • Assist with conducting surveys focus groups and data analysis as well as report writing.
  • Coordinate content development and maintaining datasets under the departments open data transparency efforts.
  • Conduct literature reviews and other secondary research to assist in analyzing public policy; to improve service delivery programs and procedures; and to assist in benchmarking the departments data practices policies and programs with other criminal justice agencies and other industries.
  • Research and review law enforcement and criminal justice technical and professional publications to stay abreast of trends and innovations and report findings.
  • Assist with researching drafting reviewing and revising policies and procedures.
  • Assist with strategic plan development and reporting on performance measures.

Knowledge Skills and Abilities:

  • Advanced skills and knowledge of Microsoft Windows and Microsoft Office (Word and Excel).
  • Ability to prioritize multitask and maintain a detailed schedule.
  • Ability to communicate clearly and concisely orally and in writing.
  • Ability to establish and maintain effective working relationships with diverse stakeholders.
  • Skilled in data analysis reporting findings and conclusions and making data-driven forecasts.
  • Proficiency in writing clear and professional reports for executive audiences; communicating professionally; developing dashboards charts and graphs to visualize data; and preparing presentations.
  • Proficiency with data analysis tools such as Excel SQL Power BI or comparable software.

Minimum Qualifications

  • Bachelors degree from an accredited college or university with major coursework in a related area of study; preferably a research-intensive field
  • Five years of full-time professional experience in a related field preferably as an analyst.
  • Colorado drivers license within 30 days of hire.

Education and Experience Equivalency:One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.

Preferred Qualifications

  • Experience analyzing Computer Aided Dispatch or other public safety datasets to evaluate workload resource deployment and operational demand.

  • Experience providing clear and comprehensive written documentation to support analytical findings data processes and reporting products.

  • Experience conducting literature reviews or other secondary research to support policy analysis benchmarking or program evaluation.
