*Please note that we are currently recruiting for a Stormwater Maintenance Technician I or II. The selected candidate may progress to a Technician II or III in the future upon meeting the required qualifications and performance criteria.*


Under general supervision this position is responsible for providing front-line services and performing a variety of semi-skilled tasks in maintenance and operation of stormwater facilities.


*This position performs duties deemed to be safety sensitive. Employees holding this position participate in pre-employment and random drug testing under Towns policies*

  • Maintains repairs and improves stormwater facilities throughout the Town.


  • Provides the Stormwater Supervisor and/or Stormwater Lead Technician with status reports and advises on projects/tasks related to or assigned to the Stormwater Division.


  • Performs a variety of construction and maintenance tasks for stormwater facilities including the dredging of ponds and drainage channels storm sewer cleaning and hauling of materials.


  • Performs manual labor tasks including but not limited to hand shoveling rock/rip rap placement seeding and erosion control blanket installation.
  • Performs a variety of routine maintenance tasks for drainage facilities including mowing and trimming of vegetation tree pruning and weed management.


  • Operates mowers trimmers pumps compressors chain saws power tools and other small equipment/tools necessary for the maintenance of stormwater facilities; operates construction equipment such as backhoes loaders and excavator single-axle and tandem-axle dump trucks trailers skid steers inspection camera and sewer jet-vac equipment.


  • Services and maintains assigned equipment and makes minor mechanical adjustments and repairs to related equipment. This can involve checking/servicing fuel oil and coolant levels; tire pressure and general appearance; takes necessary steps to bring equipment up to operating standards; prepares and maintains usage records.


  • Performs snow/ice removal operations on Towns streets sidewalks trails and parking lots; operates single axle and tandem dump trucks with plows.
  • Inspects existing stormwater infrastructure and completes all necessary paperwork associated with inspections and maintenance activities.
  • Applies herbicides for weed mitigation to ponds and standing water to assist in Towns Mosquito Abatement Program.


  • Complies with and ensures compliance with all organizational values policies and procedures including all verbal and written instructions.


  • Performs other related duties as assigned.

Minimum Qualifications

The requirements listed below are representative of the education experience certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.


Must be at least eighteen (18) years of age with a high school diploma or GED equivalent.


Possession of or ability to readily obtain a valid Drivers License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.


Employees within the Stormwater Maintenance Technician position series are eligible to participate in a self-initiated progression program for promotional advancement through technician levels. Below are the distinguishing characteristics for each level:


Technician I:

This is an entry-level position within the Stormwater Divisions technician series. This position is distinguished from the Technician II by the performance of limited and routine tasks and duties assigned. Technician I is typically utilized as a training platform for employees having only limited or no related work experience.


This level prefers one (1) year of labor experience or six (6) months of experience in stormwater maintenance or a closely related field.


This level requires knowledge and competent demonstration of the following within 6 (six) months of hire: Fundamental and basic knowledge of/ability to perform stormwater maintenance duties ability to operate motorized equipment and effective communication skills.


This level requires the following certifications be initiated within six (6) months of hire: Traffic Control Technician/ATSSA Flagger and IS-100.


This level requires the following certifications be obtained within twelve (12) months of hire: Erosion Control and/or Best Management Practices (BMP) course related to Stormwater and a Class A Commercial Drivers Permit with air brake and tanker endorsement.


Technician II:

This is a mid-level position within the Stormwater Maintenance Divisions technician series. This position is distinguished from the Technician I by the performance of the full range of tasks and duties assigned. The Technician II receives only occasional instruction or assistance and is fully aware of the operating procedures and policies associated with the Division. Movement to/or placement in a Technician II role presumes all requirements of a Technician I (or the equivalent) have been met.


This level requires six (6) months of experience as a Stormwater Technician I or two (2) years of equivalent experience outside the Town of Parker.


This level requires knowledge and competent demonstration of the following within six (6) months of hire: Proficiency in the operation of back hoes loaders and forklifts a general understanding of the Towns work order management system and the ability to document performed duties accurately.


This level requires the following certifications be obtained within six (6) months of hire: Traffic Control Technician/ATSSA Flagger Erosion and Sediment Control State of Colorado Pesticide Applicator Class A Commercial Drivers License with air brake and tanker endorsements IS-700.


Technician III:

This is an upper-level position within the Stormwater Maintenance Divisions technician series. This position is distinguished from the Technician II by years of experience additional licenses and certifications performance of the full range of tasks and duties assigned. The Technician III receives limited instruction or assistance and is fully aware of the operating procedures and policies associated with the Division. Movement to/or placement in a Technician III role presumes all requirements of a Technician II (or the equivalent) have been met.


This level requires two (2) years of experience as a Stormwater Maintenance Technician II or five (5) years of equivalent experience outside the Town of Parker. Seven (7) years of stormwater infrastructure maintenance experience is preferred.


This level requires knowledge and competent demonstration of the following within 6 (six) months of hire: Proficiency in the operation of excavators and inspection cameras.


This level requires the following certifications be initiated within 6 (six) months of hire and obtained within twelve (12) months of hire: IS-200 IS-400 and IS-800.


Employment Standards

  • Knowledge of equipment materials techniques and supplies used in maintenance of Stormwater Facilities.
  • Knowledge of computers and various software programs for communication data entry and task tracking.
  • Skill in following verbal and written instructions and reporting operations both verbally and in written form.
  • Ability to identify and implement risk management techniques to reduce exposure to injury damage and liability.
  • Ability to operate and maintain small/light equipment such as weed eaters blowers shovels rakes shop equipment and power tools.
  • Ability to operate and maintain heavy landscape and construction equipment such as mowers backhoes tractors compressors and dump trucks.
  • Ability to work independently in the absence of supervision.
  • Ability to cooperatively work with other Town Departments agencies organizations and individuals.
  • Ability to work irregular hours or on-call weekends evenings holidays events and/or during emergency situations; carries an emergency pager and responds to emergency calls as necessary as part of a rotation.
  • Ability to pass a pre-employment background check.

General and Sensory Requirements
The employee is regularly required to sit stand walk reach with hands and arms and use hands and fingers to handle or operate objects tools or controls. Duties may also require stooping kneeling crouching crawling climbing stairs or ladders and maintaining balance. The employee must be able to talk and hear effectively both in person and over the phone and must be capable of operating a vehicle if required by the role. Vision requirements include consistent near and far visual acuity depth perception peripheral vision and the ability to adjust focus to allow a broad field of vision.


Heavy Physical Demands
This position requires sustained and demanding physical activity. The employee must be able to lift carry push or pull up to fifty (50) pounds frequently and more than one hundred (100) pounds occasionally with assistance


Environment

Physical presence onsite is required. Work is primarily performed in outdoor field settings. The noise level is variable depending on activities or location. This position occasionally involves work in inclement weather including extreme heat cold wind or precipitation. Employees in this position may be exposed to fumes odors dust or airborne particles work in proximity to moving mechanical parts or machinery and handle potentially hazardous materials. The employee will occasionally be required to work at heights up to forty (40) feet.
