Main Purpose of Job

The incumbent in this position will be responsible for supporting the development and implementation of a robust Continuous Quality Improvement (CQI) process that utilizes evidence-driven decision-making within Local Department of Social Services (LDSSs) and by Social Service Administration (SSA) leadership. The incumbent will design technical assistance strategies for child welfare programs based on the review and analysis of qualitative and qualitative data. The job duties will entail assisting with customizing local regional and statewide technical assistance plans consultations with local department administrators and federal program officers and participating in meetings with other internal and external stakeholders.

POSITION DUTIES

  • Conducts Continuous Quality Improvement reviews with the 24 Local Departments of Social Services (LDSS).
  • Coordinates LDSS preparation and participation in the CQI process. Conducts face-to-face meetings trainings telephone calls technical assistance and prepares and sends formal correspondence.
  • Provides consultation to the LDSS during development of Continuous Improvement Plans.
  • Monitors the implementations and progress of Continuous Improvement Plan.
  • Consults and provides recommendations on course-corrections as needed based on analysis of data and other information.
  • Considers all relevant child welfare policies regulations laws and best practices in assessing child welfare practice performance and outcomes and in recommending improvement strategies.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.

Notes:

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizationson a year-for-year basis for the required education.

2. Candidates may substitute graduate level educationat an accredited college or university in a human services related field at the rate of 30 credithours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

  • Two years of experience implementing or supporting continuous quality improvement (CQI) processes in a human services or social services environment.
  • Two years of experience analyzing and synthesizing information from multiple sources - including case records qualitative interviews and program performance data - to access child welfare practice performance or outcomes.
  • Two years of experience conducting interviews with human services stakeholders such as children families caseworkers supervisors resource parents or community partners.
