SUMMARY

This position will be responsible for performing engineering analyses on wastewater systems developing and operating hydraulic models master planning and basin studies participating in utility-wide continuous improvement projects identifying infrastructure needs for the Capital Investment Plan (CIP) and completing regulatory reporting. Work performed is of an advanced level and capacity. This position requires a high degree of internal/external consultation on internal and external projects and operates as a subject matter expert in wastewater systems operation assessments and modeling.

The salary for this position is $98289.00 to $109209.99 commensurate with experience.

ESSENTIAL JOB FUNCTIONS:

  • Develops conducts or leads the review and reporting of hydraulic modeling planning engineering studies and regulatory requirements supporting wastewater system designs and analyses.

  • Provides technical and professional assistance during investigations project design and construction activities related to: wastewater collection system improvements; wastewater system assessments (e.g. pump stations design by-pass pumping plans and growth impacts); development of collection system-related inventory systems; and emergency management needs.

  • Serves as subject matter expert for recommended wastewater infrastructure projects from master plan documents and departmental collaborative groups; includes history of need triggers for implementation and coordination of installation.

  • Supervises technical staff in field activities related to: wastewater system flow monitoring; collection system capacity analysis; inventory survey and assessments.

  • Develops maps and other tools in Arc GIS Pro; trains team members and others as necessary.

  • Completes and distributes reports and results related to wastewater system regulatory and voluntary reporting.

  • Oversee compliance of project management activities including workflows related to contracts invoices and payments.

  • Performs other related job duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelors degree in engineering construction management an accredited school.

  • Five (5) years of directly related work experience in planning design and/or technical work preferably in civil engineering or municipal capital improvement projects

Licenses Certifications or Registrations:

  • Requires a valid drivers license (ability to obtain a City Driving Permit )

Preferred Qualifications:

  • Registration as a Professional Engineer (PE)

  • A minimum of one (1) year of supervision or performing as a mentor/team leader for other engineers.

Knowledge Skills and Abilities:

  • Knowledge of Federal and State rules governing public water and wastewater systems.

  • Knowledge of engineering principles and concepts in area of wastewater system infrastructure design installation and operation.

  • Skill in Arc GIS Pro software; Microsoft Office Suite products; must be able to learn new software products as needed.

  • Skill in communication both verbally and in writing.

  • Skill in producing technical reports.

  • Excellent oral and written communication skills on both an individual level and for larger more diverse audiences as well as conflict resolution.

  • Ability to work in a diverse work environment managing many varying priorities and needs for engineering service.

  • Possess or ability to gain a good working knowledge of the City of Charlottes Land Development and Mecklenburg Countys Code Enforcement processes.

  • Ability to make sound decisions based on limited information.

  • Ability to learn interpret and enforce Charlotte City Code and Charlotte Water policy.

  • Ability to apply and direct change control principles to project planning and implementation.

  • Ability to build and run wastewater hydraulic modeling software

  • Ability to apply fundamental and advanced engineering principles to project design or planning.

  • Ability to make decisions based on independent sound judgment as well as take initiative in a collaborative nature.

  • Ability to lead and mentor engineering and technical staff.

  • Ability to work cooperatively with other city employees and the public.

  • Ability to apply conflict resolution techniques.

PHYSICAL DEMANDS:

The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally the following physical abilities are required: feeling perceiving sounds at normal speaking levels discriminating among sounds mental acuity speaking standing talking visual acuity in data/color/observations/equipment/ inspections and walking.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
