ITD is hiring for an Assistant to the Director vacancy. This program management position will work within ITD and across the City on project coordination efforts that range from organizational and technical program integrations with enterprise permitting to enhanced communication and strategic program implementations. The ideal candidate will possess excellent communication skills both oral and in writing with experience managing complex budgets contracts and projects. Highly qualified candidates should be able to work across teams to conduct technical and program analysis create recommendations and implement process improvements. We are looking for someone who is:
  • An innovative and creative problem solver. You will develop clear reports presentations and decision memos that recommend technological and administrative solutions and contribute to large IT implementation efforts by identifying process improvements and proposing actionable fixes.
  • An accomplished communicator.You should possess a strong background in data analysis and producing clear reports presentations and decision memos for leadership effectively translating technical information for diverse stakeholders.
  • Customer service focused. You will be leading operational improvements in permitting processes using municipal applications like Accela ensuring projects deliver excellent service by aligning technology with customer needs.
  • A program manager with a track record of delivery.You will manage projects from start to finish consistently meeting deadlines and strategic goals with hands-on experience collaborating with IT teams to implement enterprise permitting systems.
  • Strong operational expertise.You will need deep operational experience and expertise to execute on ITD programs and priorities.
  • High levels of emotional intelligence.You will be guiding and implementing change as an empathetic program manager.

What you will typically be responsible for:
  • Working with program and project managers in ITD and across the City on IT project planning and implementation efforts related to permitting geographical information systems (GIS) and more.
  • In addition to tracking and participating in milestones program management in ITD will include creating budgets forecasting needs and helping guide implementation with a hands-on approach.
  • Resolving business needs with IT solutions and services.
  • Supporting the Citywide technology project governance process.
  • Overseeing several departmental administrative functions.
  • Working with cross-functional groups to identify innovative ways to improve efficiency effectiveness and capabilities.

Minimum Requirements for Application

The following qualifications are guidelines as the appointing authority has broad discretion in filling positions in this classification

Education:

Bachelors degree from an accredited college or university in public or business administration accounting or a related field. A Masters degree is desirable.

Experience:

Five years of progressively responsible experience performing complex administrative duties including two years of supervisory experience.


License or Certificate / Other Requirements:
An incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked public transportation may not be an efficient method for traveling to required locations. An individual appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Desirable Qualifications:
  • Industry certification (PMP etc.).

Supplemental Information

The Recruitment Process:

This is an at-will position exempt from the provisions of the City of Oakland Civil Service Rules per Charter Section 902(f). All applications received will be forwarded to the City of Oakland Information Technology Department (ITD) for further consideration.

  • Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k) plan
