Position Description

We are looking for a creative accomplished and enthusiastic Senior Fiber Program Technologist (IT Professional B) to join a diverse team of information technology professionals that design operate and maintain the Citys core Fiber Optic and Copper Outside/Inside Plant Infrastructure. This team is the Lead agency for the Fiber One consortium within the King County area and beyond.

Job Responsibilities

The Senior Fiber Program Technologist reports to the Core Communications Services Manager in the Security and Infrastructure Division. The successful candidate will contribute to a wide range of activities including fiber network design documentation installation and upgrade projects. This role also involves investigating diagnosing and resolving issues related to Outside Plant (OSP) and Inside Plant (ISP) fiber infrastructureduring both regular business hours and evenings/weekends as needed.


This position plays a critical role in responding to and resolving high-severity network incidents. It requires strong troubleshooting abilities effective communication and crisis management skills. The technologist serves as a key point of contact for internal teams external agencies contractors and vendors.


This position supports the Citys larger public-safety support strategy by ensuring the reliability security and capacity of fiber optic network infrastructure enabling fast and efficient emergency response critical communications and essential city operations.


Key Accountabilities/Responsibilities

  • Leads and execute assigned projects and deliver services in accordance with established objectives.
  • Design document and oversee the installation maintenance and repair of the Citys enterprise fiber network in accordance with approved standards.
  • Generate and maintain technical documentation including fiber network designs route maps and splicing diagrams.
  • Utilize and maintain OSPInsight for fiber documentation ensuring integration with the Citys ESRI GIS software
  • Create and maintain standard fiber hardware and materials lists for use within OSPInsIght software and AutoCAD and Microsoft Office applications. Maintain Fiber One partner documentation including strand ownership records in AutoCAD and OSPInsight
  • Oversee and support planned network upgrades and maintenance work minimizing service disruptions including overseeing the work of outside contractors and internal City of Seattle cabling technologists.
  • Follow defined communication procedures for maintenance outages and incident response.
  • Prepare submit and track field work permits.
  • Act as a point of contact for internal and external stakeholders to escalate technical issues and communicate fiber circuit status.
  • Act as externally facing point of contact to facilitate handling of problem reports and maintain relationships with Fiber network peers and vendors.
  • Support and maintain fiber infrastructure which includes Police Fire Emergency ManagementCAREresponders city utilities and general government operations.
  • Participate in a rotating 24/7 on-call including carrying a cell phone or pager and working flexible shifts including evenings and weekends.
  • Perform other duties at a commensurate IT Professional level as assigned.

Qualifications

Required Qualifications:

NOTE: Equivalent combinations of education experience and/or training which provides an equivalent background required to perform the work will be considered except where specifically noted.

Education

  • Associates degree or higher in electronic technology computer science information technology telecommunications design or a closely related field


Technical Experience

  • 5 years experience in designing and implementing fiber infrastructure including maintaining accurate documentation for enterprise-level Outside Plant (OSP) and Inside Plant (ISP) fiber networks.
  • 2 years experience in designing and working with both fiber and copper OSP/ISP systems.
  • 2 years experience with fiber splicing and fiber optic testing including the use of optical power meters and Optical Time Domain Reflectometers (OTDR).
  • Experience inpermitting processes and securing right-of-way approvals for infrastructure projects.
  • Knowledge of GIS OSP Insight or similar fiber network mapping applications.
  • Skilled in using design and productivity software including AutoCAD Microsoft Office Suite and SharePoint.


Professional Skills

  • Strong analytical problem solving and troubleshooting skills.
  • General project management skills.


Other Requirements

  • Valid Washington State Drivers License or evidence of equivalent mobility.
  • Ability to pass Criminal Justice Information Services (CJIS) background check within six months of hire.

  • Strong customer services skills.
  • Ability to perform physical work such as field and construction site visits working in tight spaces and inclement weather and lift at least 50 lbs.

Additional Information

Salary Range:The full salary range for this position is $52.63 - $79.00 per hour. The salary for this position has been identified up to $65.00 per hour depending on experience.

At this time hybrid schedules require at least three days onsite per week. Individual schedules are determined by operational needs.


On-Call Support Requirement:
The role also includes participation in an after-hours on-call support rotation. Team members are expected to respond to fiber infrastructure outages either remotely or in person as needed. The current rotation schedule requires being on-call for two weeks per month.
