Job Summary

Purpose
The Safety Systems Project Manager is responsible for designing implementing and managing the comprehensive safety technology infrastructure across organizational operations. The strategic role oversees all safety management systems databases and digital platforms ensuring seamless integration regulatory compliance and operational efficiency. The position serves as the organizations primary expert in safety data analytics.
The Safety Systems Project Manager leads operator qualification tracking multi-jurisdictional regulatory compliance and contractor prequalification management while partnering with cross-functional teams to align safety technology with the organizations goals. This role combines technical expertise regulatory knowledge and change management skills to transform safety operations through innovative scalable technology solutions that support business growth and maintain the highest standards of safety excellence.

Focus & Scope
Essential duties and responsibilities i.e. those which are basic necessary and an integral part of the job are indicated below:

Safety Management Systems & Technology Infrastructure
  1. Oversee maintain and advance safety management systems (SMS) and digital platforms including evaluation selection and implementation of safety software solutions that support scalability across multi-state and multi-business unit operations.
  2. Develop and manage integrated safety databases tracking systems and digital documentation repositories with automated workflows ensuring accessibility security data accuracy and compliance with regulatory requirements.
  3. Establish data integration protocols between safety systems and enterprise platforms partnering with DTS to align with technology strategy and cybersecurity requirements.

Operator Qualification (OQ) Systems Management
  1. Design and implement comprehensive digital systems for OQ tracking testing and recertification that captures certifications qualifications training history and compliance status for all field personnel across business units and jurisdictions.
  2. Create automated alert systems for certification expirations and real-time reporting dashboards for OQ statuses by region business unit and customers.
  3. Implement technology-based solutions that streamline and standardize OQ processes and enhance regulatory compliance.

Regulatory Compliance & Documentation
  1. Establish and maintain digital tracking and documentation management systems for multi-state regulatory requirements (Cal/OSHA DOT PHMSA State PUCs etc.) including automated reporting mechanisms digital audit trails and training/certification/license tracking across jurisdictions.
  2. Monitor regulatory rule changes across all operating jurisdictions and lead responses to audits with precision ensuring audit readiness and compliance.
  3. Manage company profiles and compliance data in contractor management systems (ISN Avetta etc.) ensure Damage Prevention Institute and Common Ground Alliance compliance and serve as in-house expert for customer-specific requirements across all business units.

Data Analytics & Performance Reporting
  1. Develop safety analytics capabilities using pattern recognition and advanced analytics to identify trends predict risks and drive proactive interventions through dashboards (Power-BI) and other reporting tools
  2. Conduct data analysis on incidents near-misses inspections and observations to identify issues provide insight into predictive models for risk assessment using historical data and industry benchmarks.
  3. Prepare and present comprehensive quarterly data metrics/analytics to leadership including trending analysis benchmarking performance against KPIs and data-driven recommendations for program enhancements.

Continuous Improvement Standardization & Training
  1. Lead continuous improvement initiatives by developing standardized SMS procedures protocols SOPs etc. that can be consistently applied across the organization and drive user adoption.
  2. Identify inefficiencies in existing workflows and design technology-enables solutions developing and maintaining metrics and dashboards for safety systems technology and reporting effectiveness
  3. Provide technical support and troubleshooting for safety system and technology users across the organization.
  4. Manage and maintain relationships with safety software vendors oversee system maintenance and updates and ensure proper system backup disaster recovery etc.

Role Qualifications & Requirements

Education:
  • Bachelors degree in Occupational Safety and Health Industrial Engineering Information Technology Business Administration or related field required.
Experience and Industry Expertise:
  • Minimum 7-10 years of progressive experience in safety management within construction utilities or energy sectors.
  • Minimum 3-5 years of experience implementing and managing safety technology systems and databases.
  • Demonstrated experience with Operator Qualification programs and OSHA compliance requirements.
  • Proven track record managing safety programs in multi-state operations.
  • Experience supporting organizational growth and scaling of safety operations.
  • Background in at least two of the following business areas: solar construction underground utilities gas distribution or energy storage.

Specific Job Requirements:
  • Successful completion of pre-employment drug alcohol and background investigation.
  • Valid Drivers License.
  • Current on all company required safety training including utility-specific safety certifications.
  • Gas utility safety training and certifications preferred.
  • Advanced proficiency with Power BI for data visualization reporting and dashboard creation.
  • Experience with HCSS Safety and/or other HCSS modules for construction safety management.
  • Proficiency with contractor management platforms including ISN (ISNetworld) and Avetta for compliance and prequalification.
  • Familiarity with Damage Prevention Institute and Common Ground Alliance programs standards and reporting requirements.
  • Strong database management skills and experience with SQL or similar query languages.
  • Experience with learning management systems (LMS) and operator qualification platforms.
  • Comprehensive knowledge of OSHA regulations (29 CFR 1926 and 1910) DOT PHMSA regulations (49 CFR Part 192 195) and state-specific safety requirements.
  • Understanding of utility industry standards (e.g. NFPA 70E API standards ANSI standards).
  • Knowledge of process improvement methodologies and change management principles.
  • Familiarity with cybersecurity principles as they relate to safety data management.
  • Must demonstrate knowledge of computer programs and regulatory software systems.
  • Strong ability to perform procurement-related economic financial analyses for utility projects.
  • Knowledge of utility regulatory environment and compliance requirements.
  • Ability to preserve confidential and proprietary information particularly utility system information and regulatory data.
  • Must be able to clearly communicate technical utility concepts both verbally and in written form
  • Requires monthly travel occasional overnight travel.

Equipment Used Physical Demands and Work Environment

Equipment Used:
  • General office equipment telephone automobile personal protective equipment (safety glasses hearing protection gas detection equipment) when visiting utility construction sites and substations.
Physical Demands & Work Environment: The physical demands and work environment characteristics are representative of those that must be met by an employee to successfully perform the essential functions of this job.   • Physical: Sitting for long periods working on computer or attending meetings. Utility site visits require walking on uneven ground around energized equipment and exposure to extreme temperature and/or humidity. Some lifting of materials and equipment up to 50 lbs. Ability to work around utility infrastructure including gas lines and electrical equipment.
  • Work Environment: Typical office environment with adequate temperatures and lighting low levels of noise. Demands of meeting tight utility project deadlines and regulatory timelines. Exposed to utility construction site conditions which can include loud noise dust fumes energized electrical equipment natural gas facilities and extreme weather conditions. May work various hours including emergency response situations early mornings evenings and weekends during utility outages or critical infrastructure projects.

BASE SALARY RANGE:
$118333.00 - $165667.00
The range displayed reflects the range the company reasonable expects to pay for the position. The actual base salary is subject to variation due to the role level geographic location relevant education training or experience among other factors.
