The Department of Commerce Community and Economic Development Division of Community & Regional Affairs is recruiting for a Long Term Non-Permanent Grants Administrator 2 positionlocated in Fairbanks!

What you will be doing:
This position will report to the Grants Administrator 3 and administer Community Development Block Grants (CDBG) Community Service Block Grants (CSBG) Targeted Airshed Grants (TAS) and other federal grants. This position will interpret explain and apply grant related laws regulations or policies to grantees to ensure compliance with state and federal requirements as well as guidance to recipients on allowable costs proper reimbursement documentation and progress reporting. Roles and responsibilities include drafting Notices of Funding Announcements (NOFA) and sub-recipient agreements; providing technical assistance to applicants; monitoring grantee performance and deliverables; facilitating grantee reimbursements; and responding to grantees information requests. Collaborates with interagency stakeholders such as federal program and project officers and federally provided technical assistance providers.

The work is primarily in an office setting with an opportunity to travel statewide to conduct site visits as necessary. This position will be filled in DCRAs Fairbanks Office with supervision from DCRAs Anchorage Office.

Who we are looking for:
Our idealcandidatewill have the following knowledge skills and abilities.
  • Experience working with federal or state grants including interpreting guidance and regulations providing guidance to applicants and grantees and monitoring federal awards. The incumbent will work with grantees to fulfill the terms of a variety of federal grants and ensure compliance with federal regulations or state statutes.

  • Experience reviewing grants or financial information and determining allowable costs under 2 CFR 200 Subpart E Cost Principles.

  • Communication: Expresses information to individuals or groups effectively taking into account the audience and nature of the information makes clear and convincing oral presentations; listens to others attends to nonverbal cues and responds appropriately.

  • Writing - recognizes or uses correct English grammar punctuation and spelling; communicates information (for example facts ideas or messages) in a succinct and organized manner; produces written information which may include technical material that is appropriate for the intended audience.

  • Experience interpreting statutes regulations or policies and procedures related to various types of grants including state or federal. Attention to accuracy and detail is very important for this position.

Minimum Qualifications

Successful completion of a formal training plan as a Grants Administrator 1 with the State of Alaska.

OR

Any combination of education and/or experience that provides the applicant with competencies in

  • Accounting: Knowledge of traditional accounting practices including accrual obligations and costs methods.
  • Compliance: Knowledge of procedures for assessing evaluating and monitoring programs or projects for compliance with Federal laws regulations and guidance.
  • Grants Management: Knowledge of requirements practices and procedures for soliciting receiving reviewing and processing proposals and awarding and administering grants and agreements.
  • Reasoning: Identifies rules principles or relationships that explain facts data or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform ones job; works with understands and evaluates technical information related to the job; advises others on technical issues.

Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or experience in accounting grants administration budget administration procurement professional services contracts and/or providing administrative support to a business or organization.

Competencies means a combination of interrelated knowledge skills abilities and behaviors that enable a person to act effectively in a job or situation.

Typically gained by means the prevalent usual method of gaining the competencies expected for entry into the job.

Training and education in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom on-line self-study and on-the-job) from accredited and unaccredited sources and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
