Reporting into the Senior VP Clinical Care this role will be responsible for:

  • Providing leadership for Access CAMH overseeing the clinical operations ensuring adherence to standards and implementing effective strategies to advance system integration and coordinated equitable and seamless access to care.
  • Evolving programs in a manner that is aligned with the CAMH Strategic plan provincial priorities and new evidence that may inform the approach to care quality improvement and the needs of patients and families.
  • Coordinating access across Toronto Region in alignment with system partners across the province.
  • Leadinga multidisciplinary team providing guidance and support to mental health professionals while fostering a patient-centered approach and promoting a culture of continuous improvement in mental health services. They provide strong leadership to inter-professional staff and administrative staff in alignment with the Mission Vision and Values of CAMH.
  • Collaboratingwith the Professional Practice Office Director Clinical Quality Physician Leaders and other key organizational leaders to enhance excellence in practice and professional standards quality of care efficient and effective fiscal resource management safety and risk management program planning change management and service excellence and evaluation.
  • Advances the concepts infrastructures and relationships required for a coordinated access across the hospital and Toronto Region. This work involves strong collaborations with leadership colleagues across CAMH and with partners in the health system to ensure systems and processes meets the needs of patients families and health system partners.
  • Financial management across the portfolio from both an operational and strategic perspective creatively using strategies to direct resources to where they are needed.
  • Supportingthe achievement of the goals of an academic health science centre as it relates to education and research. This includes supporting and assisting education and clinical research leads in navigating access to programs and teams to support their efforts. For clinical research it includes supporting managers and staff to ensure participation in research opportunities is available to patients.
  • Is a member of the Clinical Leadership Team of the hospital organizes/chairs leadership forums within the programs and also participates actively in other committees/forums related to corporate strategy and operations.

Responsibilities

  • Champions coordinated access across the region developing and executing long-term strategic plans to advance coordinated access across the system in alignment with the hospitals overall mission and objectives provincial standards and priorities
  • Implements evidence-based practices and innovative approaches to enhance seamless equitable access to care across the region and within the hospital..
  • Monitors changing priorities trends legislative requirements and/or other internal/external emerging issues analyzing the potential impact on goals priorities and activities and recommending and/or implementing appropriate strategies to achieve desired results.
  • Collaborates with clinical leaders physician leaders and administrators in directing the operations of the program and its component units to provide high quality cost-effective patient services.
  • Continuously advance the operational effectiveness and efficiencies of the program and reporting units/areas through process redesign continuous quality initiatives benchmarking the development of clinical and management information systems and the introduction of new technologies.
  • Ensures the availability of appropriate clinical human and financial resources to ensure continuous operations and to achieve the objectives of the program.
  • Collaboratively develops and monitors the operational and capital budget for the program using appropriate financial forecasting and costing models funding formulas adjustment factors clinical data and workload data.
  • Responsive and timely problem-solving of patient care and other issues throughout the clinical program.
  • Advances interprofessional practice through a synergistic relationship with professional practice leadership
  • Represents the clinical program and CAMH at local and provincial forums.
  • Maintains a strong network of relationships with external healthcare regulatory and funding stakeholders.
  • Assumes Administrator On-Call for the organization as assigned.
  • Provides strategic decision making with the ability to mentor and positively influence others to achieve program and hospital objectives.
  • Develops and implements the model of care within the portfolio in alignment with CAMHs strategic plan provincial standards and priorities.
  • Provides visionary leadership that ensures effective development and implementation of program goals/targets that support patient-centered care equity inclusion and an engaged workforce.
  • Leads and manages multiple team operations service delivery policy/protocol development modeling and forecasting.
  • Strong and collaborative relationship with patient groups (e.g. Empowerment Council Patient and Family Advisory Council PPAO Quality) to support care needs of patients and their family
  • Oversees the development and implementation of quality improvement efforts including staff development and involvement in QI to maintain and improve the hospitals clinical services.
  • Ensures compliance with all regulatory standards guidelines and legal requirements related to mental health services.
  • Monitors changing priorities trends legislative requirements and/or other internal/external emerging issues analyzing the potential impact on goals priorities and activities and recommending and/or implementing appropriate strategies to achieve desired results
  • Conducts regular audits and reviews to identify areas for improvement and develop action plans to address any deficiencies using a data-driven approach.
  • Supports and encourages a strong academic focus for all inter-professional staff within the program.
  • Fosters relationships with academic organizations through student placements and other learning and research opportunities.
  • Develops mentorship and preceptorship programs for student and staff education and training.
  • Fosters effective communication and collaboration with other departments within the hospital to support excellence in patient experience and operational effectiveness
  • Establishes and maintain strong relationships with external stakeholders such as community partners in the delivery of care government agencies and healthcare providers and community organizations
  • Represents the hospital at relevant meetings conferences and events to promote the hospitals mission and vision within the mental health community.
  • Develops and fosters positive internal and external relationships with patients service providers stakeholders and community partners to provide a seamless continuum of care for patients.
  • Collects and uses data to measure quality of care patient and staff satisfaction and clinical and financial outcomes.
  • Collaborates with stakeholders to develop initiatives to continuously improve outcomes in these key areas of quality of care customer and staff satisfaction and clinical and financial outcomes.
  • Contributes to corporate efforts and initiatives as appropriate to enhance CAMH mission vision and goals and align with CAMHs strategic plan;
  • Maintains a strong network of relationships with external healthcare regulatory and funding stakeholders.
  • Strong and collaborative relationship with patient groups (e.g. Empowerment Council Patient and Family Advisory Council PPAO) to support care needs of patients and their family.
  • Develops the programs annual budget to meet goals staffing changes and process improvements;
  • Maintains knowledge/understanding of financial funding models procedural costing system funding formulas/adjustment factors the implication of clinical workload and budget projections;
  • Maintains accountability for planning and managing the departments financial resources; in a manner that will optimally impact financial result;
  • Support improvements in service lead the development of funding proposals to enhance clinical programs and patient/family experience;
  • Identifies opportunities for cost savings without compromising the quality of patient care and services.
  • Approves expenditures within signing authority limits;
  • Approves and authorizes payroll in a timely manner;
  • Analyzes financial/statistical/payroll reports on a regular basis taking remedial action to resolve identified issues;
  • Monitors analyzes and reconciles variances from approved plan taking remedial action to attain budgeted targets and mitigate run rates;
  • Procures goods and services needed for the maintenance and operations of the unit.
  • Recruits and retains strong leaders that will lead support and develop clinical teams and leaders of the future
  • Promotes a culture of quality fairness and transparency. Lead by example through CAMHs values of courage respect and excellence.
  • Identifies training needs and provide opportunities for skill development and continuing education.
  • Promotes a culture of continuous learning and professional development within the clinical team.
  • Provides leadership in the development of a cohesive inter-professional team of health care professionals administrative and support staff which can effectively meet the needs of the programs patients.
  • Exemplifies a collaborative participatory management style within the program and with other programs and service providers.
  • Demonstrates and encourages respect inclusivity diversity anti-racism anti-oppression among staff who represent different disciplines and functions as well as around physicians and patients.
  • Ensures hospital policies/procedures are implemented and adhered to Implements and participates in performance development systems for staff and peers.
  • Ensures that staff are competent in their field of expertise and in administrative procedures by supporting and advancing research leadership education and development of all staff within the program.
  • Implements effective communications strategies to ensure all staff within the programs are kept informed and are able to participate in the effective provision of patient and client services.
  • Develops and implements strategies to effectively manage the organizational professional and personal challenges associated with change as well as day to day operations.
  • Develops creative approaches to recognize and reward staff.
  • Collaborates with People and Experience to develop job descriptions staff recruitment and retention strategies.

  • Masters Degree in a Clinical Healthcare or Social Services or related discipline from a recognized institution required
  • Masters Degree in Nursing or registered health profession preferred
  • Member in good standing with respective College required as applicable
  • Minimum 5 years clinical experience in addictions mental health and/or concurrent disorders treatment.
  • Minimum 5 years experience in progressive clinical managerial position
  • Proven experience in a leadership or managerial role preferably within a mental health facility or related healthcare organization.
  • Demonstrated success in developing and leading clinical programs overseeing staff and managing complex patient care.
  • Strong leadership and communication skills with the ability to motivate and inspire a diverse team of mental health professionals with a track record for creating a positive team culture
  • In-depth knowledge of clinical best practices treatment modalities and evidence-based approaches in the field of mental health.
  • Proficiency in regulatory compliance quality improvement and risk management within a healthcare setting.
  • Exceptional decision-making abilities strategic planning skills and financial management acumen.
  • Familiarity with the regulations policies and standards of the Canadian healthcare system especially those pertaining to mental health services.
  • Knowledge of the specific provincial healthcare legislation guidelines and protocols relevant to mental health facilities.
  • Demonstrated communication skills
  • Extensive healthcare experience including experience with Integrated Care Pathway
  • Commitment to the vision goals and mission of CAMH
