Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Supplemental Questionnaire will result in disqualification. Applications and Supplemental Questionnaire must be in the possession of the Human Resources Services Department by 5:00 p.m. on the Last Day for filing.

Languages: Qualified bilingual persons who speak English and are also fluent in: Spanish Chinese Vietnamese Cambodian Laotian Korean Mien Tagalog Amharic Farsi Dari Tigrigna Russian Romanian or Sign Languages are especially encouraged to apply. There is an additional bi-weekly compensation for persons in positions designated bilingual. Qualified candidates may be tested to demonstrate language proficiency.

      THE POSITION
      Under general direction supervises a unit within the Alameda County Child Support Services (ACCSS) that is responsible for work related to the establishment and enforcement of paternity child support and medical support orders. This position is responsible for organizing directing and supervising the daily operations of an assigned team; trains subordinate employees and ensures compliance with all laws and regulations pertaining to child support. Ensures the proper collection distribution and disbursement of funds; and performs other related duties as assigned.

      This classification is the supervisory level of the Child Support Specialist series and requires knowledge in all phases of the operation of Alameda County Child Support Services. The position serves as first-line supervisor over Child Support Specialists and support staff and reports directly to the Department of Child Support Services Program Manager. Incumbents in this class are primarily responsible for reviewing and coordinating the work of subordinates acting as a technical resource for subordinate and management staff and performing the most complex duties and assignments. The Child Support Supervisor classification is distinguished from the lower-level class of Child Support Specialist III in that the former is responsible for the day-to-day supervision of work performed by subordinate staff while the latter is considered the lead in the non-supervisorial Child Support Specialist series.

          MINIMUM QUALIFICATIONS

          EITHER I
          Experience:

          The equivalent of one (1) year of full-time experience as a Child Support Specialist III in the Alameda County classified service.

          OR II
          Experience:

          The equivalent of three (3) years of full-time experience as a Child Support Specialist II in the Alameda County classified service.

          OR III
          Experience:

          The equivalent of three (3) years of full-time experience performing child support specialist duties comparable to the Child Support Specialist II in the Alameda County classified service.

          OR IV
          Experience:

          The equivalent of four (4) years of full-time case management experience in child support or other collection work including court and supervisory experience two (2) years of which must have been at the supervisory level.

          Substitution:

          Possession of a bachelors degree from an accredited college or university may substitute for one year of the required work experience under patterns II III and IV.

          Special Requirements:

          1. Must possess a valid California State Motor Vehicle Operators license.
          2. A thorough background investigation including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure they are suitable for Child Support related work. A felony conviction may be disqualifying. Upon employment subsequent background investigations will be conducted on a periodic basis to determine ongoing suitability for Child Support related work.
          NOTE:The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

          KNOWLEDGE AND SKILLS

          The most suitably qualified candidates will possess the following competencies:

          Knowledge of:

          • Basic principles of supervision and training.
          • Principles and techniques of interviewing investigating collecting payments and casework management.
          • Researching and applying laws rules regulations and policies pertinent to the Child Support Program.
          • State and federal performance measures pertaining to Child Support Services.
          • Customer service relations techniques.
          • Organization and function of the various units/sections of the Department of Child Support Services.
          • Automated systems and software applications commonly used within the child support program.
          • The employee performance review process and progressive discipline procedures.
          Ability to:

          • Plan direct coordinate and prioritize work assignments.
          • Guide and evaluate the development of subordinates.
          • Coach mentor and train employees.
          • Establish and maintain effective relationships with others and work collaboratively.
          • Interpret and apply complex laws and regulations.
          • Exercise independent judgment and make effective decisions.
          • Analyze a variety of information and data draw logical conclusions and make appropriate recommendations.
          • Adapt to multiple and changing priorities.
          • Negotiate and collect child support payments.
          • Communicate effectively verbally and in writing.
          • Represent the Department in child support related activities with representatives of other agencies departments and the public.

          EXAMINATION COMPONENTS

          THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

          1) A review of applicants applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
          2) An oral interview which will be weighted as 100% of the candidates final examination score. The oral interview may contain situational exercises.

          CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
