Job Summary

Job Objectives and Job Summary:The Family/ERSEA Services Manager (FERSEASM) will supervise support and train Teachers Teacher Associates Teacher Assistants and Family Partners to encourage and enhance parent engagement in accordance with the Head Start Performance Standards; with the goal of helping families take an active role in the education and socialization of their children as well as developing skills and goals to empower themselves. The FSM designs and trains staff to implement the system developed to provide quality services to parents. This would include forms that focus on the Family Partnership Agreement building on family strengths identifying family needs and meeting with families to assist and document progress of established goals. Provide support and training so Teachers Teacher Assistants and Family Service Staff can support families in accessing community services including medical and dental health homes. *The Head Start Health Services Manager is responsible for all Performance Standards in areas related to medical and dental health services and the Health Advisory role will also focus on enrollment recruitment and attendance for the Head Start Program. He/She will work closely with the Family Partners and Head Start Director to create and distribute marketing tools conduct application interviews and maintain tracking and date of enrolled Functions:Adhere to Guidance provided for 1304.52(d) pg195 of the Head Start Performance Standards Qualifications of Content Area and update annually a Family Services Program Plan that reflects the system this program uses to implement quality services to children and and maintain an Abuse/Neglect Reporting Documentation system that reflects the current policy and role as mandated reporter as stated in Child and Abuse and Neglect and support Teachers Teacher Assistants and Family Partners in all aspects of the Family Services Program PlanProvide on-site consultation including file reviews and supervision to staff. Assist in the coordination of transition services along with other content area and monitor services to sections of the PIR that relate to family services. Attend meetings with other Family Services Managers and community members to share information about our program and remain updated with what is happening with other Individual Professional Development Plans for the Family Partners and work collaboratively with the EDSM to incorporate goals for family services into the teacher and teacher assistant part of the Management Team review Internal Referrals and provide support and guidance to staff when with Policy Council and Parent Groups and serve as a resource for in regular supervision meetings with the Head Start Director and share whats going on in your content monthly reports to the Head Start Director by the 10th of each in weekly Management Team in SEVCA All Staff meetings and help plan and facilitate all staff trainings for all Head Start in continuing education and training including consultation meetings with ACF to remain current in what is happening with the family services in Head Start and in the early childhood that services to families are not interrupted throughout the program year by supporting families to the best of your ability for the Family Partners when absent for extended periods of to multi-task prioritize projects and operate in an organized manner is the Family Partner job description interviews and new hire paperwork as described in the memo dated 9/12/05 for Family PartnersUpdate the Family Services Manual which provides information for all staff on how to complete all the tasks associated with the appropriate Program the program at local state and regional and maintain a tracking system for staff for physicals first aid and CPR Coach Mentor with determining staff to be mentored for the program a system to collect and report data on the CSBG/ROMA forms that are directly related to the Head Start program. Reports will be shared quarterly with duties as with Family Partners to create recruitment activities and marketing tools for the purpose of maintaining full enrollment.i.e. Posters post cards brochures and over-see (create a tracking system) distribution of program brochures posters referral forms and other marketing a rapport with community partners such as WIC doctor offices dental offices REACH-UP DCF SAPCC etc. for the purpose of in recruitment activities such as but not limited to: Open Houses Family Events Community Events to provide recruitment materials and current program information in appropriate resource directories-FACEBOOK Newspapers and other to enrollment inquiries made by families via phone FACEBOOK Head Start Website mail email and SEVCA past Head Start participants data to see if there are siblings that qualify for current or upcoming up appointments to take applications with families face-to-face. *Family Partners will also be taking applications in their all applications to ensure they are fully completed and the mandatory data is submitted with them (proof of income immunizations birth certificate parent signature and Act 166 paperwork).Review applications with the Head Start Director to ensure families meet the criteria for children and family data into the GoEngage data entry programMaintain GoEngage by keeping track of all enrolled children in the system. Updates of children coming and going from the program will be sent by the teaching staff when necessary so that GoEngage can remain updated throughout the year. Staff will check information each time they meet with up and create new Program Year (PY) in GoEngage at the end of each program and plan an ERSEA training for all staff at preservice (Family Service Manager will assist).Ensure classroom staff are entering weekly attendance concerns at weekly managers up with staff when attendance is falling under 85%.Job Standards/Accountability:The FERSEASM will adhere to the Head Start Performance Standards the State of Vermont Licensing Regulations for Early Childhood Programs the SEVCA Personnel Policies the Head Start program policies and procedures and this job FSM reports to the Head Start Program Director and is a member of the management FERSEASM supervises the Family Partners. Working Conditions:The FERSEASM will be based in Windsor at the Head Start Management Offices located at 4 Dunham is full-time salaried position. Travel to other program sites is expected. Mileage will be reimbursed and should be submitted on the Reimbursement form at the end of each month. Materials and supplies needed to carry out the duties associated with this position will be supplied by the program. Training and continuing education may be supported in part by the program. An evaluation of employee performance will be performed SEVCA benefit package is available after completion of the 60 day period of conditional employment.
