King County Metro Transits Bus Operations Division has an exciting opportunity for a project and process leader to fulfill the role ofSenior Business Analyst. This position will be a crucial link between business needs and technology solutions ensuring that our projects align with Metros belief that transportation is a human right. The Senior Business Analyst is pivotal in understanding and analyzing business processes while championing equity social justice and inclusion within the organization.

Recruitment Information:

This recruitment will be used to fill 1 Career Service addition this selection process may be used to generate an eligibility pool for future Career Service vacancies that may occur in this classification within the Bus Operations Division. The eligibility pool will be retained for 12 months from the time it is established and may be extended or used at the discretion of the hiring authority.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all of King County this role you will apply equity and social justice principles to all aspects of the work.

As a Senior Business Analyst you will:

  • Focus on leading the Business Intelligence and Statistical Analysis work while supporting the Bus Operations Division.
  • Own all business processes and documentation related to Business Intelligence and Statistical Analysis including work request intake and backlog management. Ensure necessary information for prioritization and work assignment manage tasks train team members monitor assignments and verify acceptance criteria from customers.
  • Develop and implement a visual management system for the Division which includes gathering requirements and customer needs for visual indicators creating dashboards or tier boards performing statistical analysis as required teaching teams the necessary behaviors and habits for daily board utilization coaching leaders on Leader Standard Work and routines and conducting internal audits to assess the systems maturity.
  • Lead the Business Intelligence and Statistical Analysis team to gather current state requirements and document complex data using techniques such as stakeholder interviews surveys workshops data extraction and analysis.
  • Analyze data to draw insights and make data-driven recommendations that support decision-making. Experience with data visualization tools including Power Bl is highly desirable. Ensure that data collection methods integrate equity principles.
  • Lead and facilitate meetings by preparing agendas coaching presenters and managing action items to ensure effective follow-up and execution. Foster a welcoming and inclusive environment for a diverse workforce with varying skills and abilities and encourage active participation and engagement from all attendees.
  • Lead change management initiatives by developing and executing strategies to support the adoption of new processes and technologies including developing change management plan. Communicate effectively with stakeholders provide training and support to teams and monitor the progress to ensure successful implementation and sustainability.
  • Act as a coach and leader fostering a collaborative and supportive team environment.
  • Maintain a high level of organization in all aspects of the role.
  • Manage projects by developing detailed project plans setting timelines and coordinating resources to ensure successful completion. Conduct risk assessments to identify potential issues develop mitigation strategies and monitor risks throughout the project lifecycle to ensure timely and effective resolution.
  • Ensure exceptional customer service by actively engaging with customers and stakeholders to understand their needs addressing concerns promptly and providing effective solutions.
  • Create comprehensive documentation including detailed requirements specifications use cases data/process flow diagrams business process models and user stories.
  • Other duties as assigned.

Experience Qualifications Knowledge Skills


Candidates must meet the following minimum qualifications to be considered for the position:

  • A Bachelors degree in Statistics Business Computer Science or a related Technical (preferred) field.
  • Three years of experience working with statistical data analysis reporting and visualization or any combination of experience/education/training that provides the required knowledge skills and abilities to perform the work.
  • Skill and ability to build teams lead others coach mentor train and/or teach adult learners.
  • Knowledge and understanding of Equity and Social Justice principles.
  • Advanced knowledge of analysis design and development and maintenance of complex business and data management systems.
  • Skill and experience extracting and analyzing data solving complex analytical problems and making recommendations based on analysis of data and information.
  • Knowledge and skill in basic statistics and data analysis methods.
  • Effective verbal and written communication skills including preparing clear concise reports and making presentations to diverse audiences.
  • Knowledge and experience with project management techniques methodologies and tools.
  • Skill and experience facilitating small and large group meetings process improvement workshops and/or discussion groups.
  • Skill and experience working with a variety of individuals from diverse backgrounds and organizational roles breaking down barriers to open communication and developing/maintaining collaborative relationships.
  • Strong customer service skills and knowledge.


Desirable Qualifications include:

  • Knowledge of process improvement methods like Lean and Six Sigma.
  • Experience with data visualization tools including data analytics software such as Power Bl or SQL.
  • Knowledge and understanding of group dynamics and change management methods to build cohesive teams.
  • Advanced knowledge of King Countys administrative systems policies and procedures.
  • Experience working in a transit organization.
  • Experience with designing and developing a Business Analyst Program.

Work Schedule:

Our regular business hours are 40 hours per week Monday through Friday. However work outside of these hours may occasionally be required. This position is classified as exempt under the Fair Labor Standards Act and therefore is not eligible for overtime pay. We may also consider flexible hours.

Work Location:

The main work site associated with this position is King Street Center 201 S. Jackson St Seattle WA 98104.You may also need to visit any one of the Operating Facilities as business requires.

Telecommuting Requirement:

This is a hybrid role requiring a combination of remote and onsite work at various King County facilities where employees will have access to shared workspaces. A County-issued laptop will be provided and employees must maintain a dedicated workspace with reliable internet access to perform their duties efficiently and remain accessible during scheduled work hours. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The current team requirement is to work in office at least one day a weekthough this is subject to change.
