Division Overview
The Housing Management Division (HMD) manages 3229 public and affordable housing units located at 68 sites serving more than 6500 residents. HMD generates and utilizes the resources of the LACDA to provide quality affordable housing and expand opportunities to improve the quality of life in housing developments through the involvement of employees residents and community partners. HMD also implements and administers various funds for the improvement and modernization of the public housing developments and utilizes various grants to provide needs-based services to public housing residents including at-risk youth and their families

Position Overview
Under general direction plans schedules assigns reviews and supervises the work of staff performing a variety of maintenance construction and repair duties on Authority owned/managed properties at an assigned site within the Housing Operations Division; plans and coordinates a comprehensive preventative maintenance program to ensure Authority owned and managed properties are maintained to the highest level and in compliance with standards of decent safe and sanitary housing; coordinates assigned services and operations with those of other Authority divisions and outside agencies; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.


ESSENTIAL JOB DUTIES

  • Plans organizes assigns supervises and reviews the work of staff responsible for the maintenance construction remodeling and repair of Authority owned and managed properties at an assigned site including various skilled trades such as carpentry painting plumbing electrical roofing and a variety of other maintenance work.
  • Participates in the development of goals objectives policies and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
  • Monitors activities of assigned staff and programs; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
  • Determines and recommends equipment materials and staffing needs for assigned operations projects and programs; establishes schedules and methods for providing assigned services and activities; and reviews requirements with appropriate management staff and allocates resources accordingly.
  • Inspects and evaluates work in progress and upon completion to ensure that repairs maintenance and project activities are performed in accordance with federal state and Authority regulations policies and operating procedures and practices; identifies problem areas and directs remedial action.
  • Participates in the preparation and administration of the assigned sites building maintenance budget; submits budget recommendations; monitors expenditures.
  • Participates in conducting pre-bid construction walk-throughs development of job specifications reviewing disbursement requests and scheduling bid submittals due dates.
  • Ensures work activities are carried out in a safe and efficient manner.
  • Schedules and oversees assigned contractors performing maintenance and repair of buildings facilities vehicles equipment and grounds to ensure quality of work compliance with Authority specifications and conformance with department plans and programs.
  • Maintains records concerning operations and programs; prepares a variety of records reports budget documents and similar related to assigned operations and activities.
  • Responds to a variety of inquiries complaints maintenance requests and emergencies from Authority management and staff clients residents vendors contractors and others as appropriate.
  • Monitors work sites and ensures adherence to safe work practices and procedures; responds to and resolves complex work-related and equipment operating problems.
  • Develops implements and maintains adequate monitoring quality control and reporting systems to ensure compliance with quality and program standards policies procedures and applicable regulations.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of public entity maintenance operations; incorporates new developments as appropriate into programs.
  • Performs other related duties as assigned.

PHYSICAL DEMANDS
When assigned to an office environment must possess mobility to work in a standard office setting and use standard office equipment including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend stoop kneel reach push and pull drawers open and closed to retrieve and file information.

When assigned to field inspection must possess mobility to work in changing site conditions; possess the strength stamina and mobility to perform light to medium physical work; to sit stand and walk on level uneven or slippery surfaces; to reach twist turn kneel and bend to climb and descend ladders; and to operate a motor vehicle and visit various Authority sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards with exposure to hazardous materials in some site locations. Employees must possess the ability to lift carry push and pull materials and objects averaging a weight of 50 pounds or heavier weights in all cases with the use of proper equipment and/or assistance from other staff.

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels controlled temperature conditions and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels cold and hot temperatures inclement weather conditions road hazards vibration confining workspace chemicals mechanical and/or electrical hazards and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.

Education andExperience:
Any combination of training and experience that would provide the required knowledge skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:
  • Equivalent to completion of twelfth (12th) grade supplemented by specialized training or coursework in building maintenance grounds maintenance trades and/or construction.

Experience:
  • Five (5) years of increasingly responsible experience in skilled facility/building maintenance construction and repair including two (2) years in a lead or supervisory capacity.

Desirable Qualifications:

  • Experience utilizing Yardi or comparable property management software
  • Experience maintaining multi-family residential properties
Licenses and Certifications:

Salary Compensation

Salary compensation is determined based on qualifications which include experience education knowledge skills and abilities. Initial salary placement typically falls between the start and mid-point of the posted range. Promotional hires receive a standard promotional increase. New hires cannot start at the maximum of the posted range.
