Youll be responsible for a variety construction management and inspection duties for drinking water wastewater and stormwater infrastructure projects. Bellevue Utilities owns operates and maintains over $3.5 billion of infrastructure assets with over 1500 miles of pipeline to provide drinking water wastewater and storm and surface water services. This infrastructure was primarily constructed from the 1940s through the 1980s and most of the assets are well past midlife. Over the next 75 years approximately $2.4 billion will be needed to renew or replace facilities within the three utilities. Through proactive planning and strategic asset management City Council established the Renewal and Replacement Fund in order to accumulate funds in advance of major expenses in the coming decades. Bellevue Utilities is better prepared than many utilities to meet increasing infrastructure replacement requirements while maintaining customer service.

• Manage the day-to-day construction of new replacement rehabilitation and maintenance projects for public drinking water wastewater and stormwater systems.
• Interpret plans and specifications. Evaluate proposed deviations from specified construction procedures and the approved plans. Identify the impacts from the deviation estimate any associated cost and evaluate the deviations effects on project budget and schedule.
• Documents contractors daily work efforts staffing and equipment through daily inspection reports.
• Maintains red-line drawings of assigned projects and coordinates with Contractors Engineers and City GIS staff to ensure record drawings are accurate and mapped correctly in the City mapping software.
• In the field facilitate resolution of conflicts with the construction plans and specifications with existing site conditions. Requires field decisions to be made quickly and accurately so contractors work may proceed minimizing delays.
• Manage the public work contract budget through negotiating measuring calculating preparing and monitoring contract payments force account work and change orders.
• Oversee routine and complex private sector development utility construction projects on a daily basis. Make on-site inspections to review the work for compliance document progress answer questions and facilitate successful completion of the work.
• Review preliminary and final plans and specifications for compliance with engineering standards and good construction practices.
• Creates and develops water mainline shutdown plans for Operations on public and private projects.
• Coordinate and facilitate meetings and work progress with design project managers contractors subcontractors inspectors consultants other city staff property owners (citizens and businesses) franchise utilities and local state and federal agencies.
• Maintain constant awareness of progress on assigned projects.
• Maintain project documentation and assist supervisor manager and City legal advisors in contract claim preparation and defense.
• Ensure projects comply with local state and federal standards permits codes and regulations.
• Communicate professionally and effectively with consultant inspectors consulting engineers contractors property owners businesses city staff media and the general public.
• Investigate and resolve citizen concerns and complaints.
• Manage and prioritize own schedule of inspection appointments in order to address customer and inspection needs.

SUPERVISION RECEIVED AND EXERCISED

• Works under the limited supervision of an Inspection Supervisor independently resolving most problems but informing the supervisor of unusual or controversial problems.

EDUCATION AND EXPERIENCE

• Graduation from an accredited two year college or university preferably with a degree in Civil Engineering technology Construction Engineering Construction Technology or Construction Management and
• Five or more years of professional related experience in engineering construction and/or inspection of drinking water wastewater and/or stormwater systems;
• OR Any equivalent combination of education experience and training that provides the required knowledge skills and abilities with respect to the construction and inspection of drinking water wastewater and stormwater systems.

KNOWLEDGE SKILLS AND ABILITIES

• Thorough knowledge of public works inspection methods and procedures with respect to the construction and inspection of drinking water wastewater and stormwater systems.
• Thorough knowledge of civil engineering principles such as hydraulics practices and methods applicable to the construction of drinking water wastewater and stormwater systems. Knowledge of applicable laws standards and regulations relating to construction inspection erosion control safety and traffic control.
• Knowledge of project management skills and techniques involving budget management contract administration negotiation project coordination critical path scheduling and project closeout.
• Knowledge and experience with inspection of roadway construction practices and standards such as asphalt concrete pavement grading and placement.
• Demonstrated skill in reading and interpreting technical standards complex construction drawings plans permit conditions and specifications.
• Ability to understand and apply material and facility performance testing procedures and results.
• Ability to prepare organize and maintain inspection data field note records as-built drawings reports and other project documentation.
• Ability to perform required mathematical computations to verify contract quantities determine completed work for payment and understand basic surveying and lay-out.
• Ability to effectively communicate complex technical and procedural information both orally and in writing in a non-technical manner to a variety of stakeholders.
• Ability to negotiate and problem solve with contractors developers property owners employees consultants other governmental agency representatives City officials and the general public.
• Knowledge of environmental requirements and regulations relating to the construction of drinking water wastewater and stormwater systems.
• Ability to utilize or adapt to software such as Word Excel SharePoint Bluebeam AutoDesk Build and others to accomplish required tasks.
• Work effectively and efficiently with limited supervision.
• Possess a high level of discipline and integrity and strong customer service skills.
• Possess a valid Washington State drivers license. Driving is an essential function of this position.
• Possess Flagging Card or ability to obtain within 6 months
• Be a Certified Erosion and Sediment Control Lead or ability to become one in 12 months

• The noise level in the work environment is usually moderately quiet while in the office or moderately loud when in the field.
• Work may routinely require the employee to climb balance bend stoop kneel crouch and/or crawl.
• The employee may be required to work in outside weather conditions in wet and/or humid conditions in high precarious places on uneven and slippery surfaces in trenches excavations and confined spaces near moving mechanical parts and traffic near fumes airborne particles and/or toxic or caustic hazardous chemicals or near risk of electrical shock and/or vibration.

Work Environment

• Field work on active construction sites (75 85%) and office setting (15-25%).
• Typical Hours are 7:00 AM to 3:30 PM Monday to Friday with occasional night and weekend work. Ability to work a variety of hours including nights and/or weekends when required.
