Contract Services Officers perform analytical duties related to contract administration and preparing requests for proposals requests for bids requests for information and requests for qualifications. Reviewing bids and proposals negotiating awarding and preparing contracts responding to bid protests purchasing commodities and services and advising project staff in the above duties for Sacramento Area Sewer District (SacSewer).
The Contract Services Officer series is distinguished from other analyst or administrative classifications in that this series performs specialized and professional purchasing and contract duties. Positions allocated to the Administrative Services Officer series perform a wide variety of administrative support duties including budgets policies procedures organization planning contracts facilities systems equipment supplies personnel and special projects. Contract Services Officers spend most of their time focusing specifically on contracts. Incumbents receive general supervision from a higher level professional or management position and may directly or indirectly supervise clerical or lower-level technical staff. Contract Services Officer receives immediate supervision from a Senior Contract Services Officer Contract Services Manager I or another higher-level supervisory or management classification.
MINIMUM QUALIFICATIONS
Either: 1. A bachelors degree or higher from an accredited college or university with major course work in business administration public administration or a closely related field.
Or: 2. 60 semester units or 90 quarter units from an accredited college or university with major course work in business administration public administration or closely related field.
AND
One year of full-time experience in the class of Contract Services Specialist in Sacramento Area Sewer District (SacSewer).
Note: An additional two years of experience performing duties in the class of Contract Services Specialist in SacSewer may substitute for the above education requirement.
Or:3. Two years of full-time professional experience purchasing commodities acquiring contracted services or writing service or construction contracts.
