    EMPLOYEE BENEFITS SPECIALIST

    The Superintendent invites qualified and interested persons to apply for the position of Employee Benefits Specialist within Human Resource Services.

    This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.

    DEFINITION: Under direction coordinates and administers an employee benefits program; advises claimants of insurance hospitalization fringe benefits and pension plans; does other related duties as required.

    QUALIFICATIONS AND REQUIREMENTS
    Note: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

    Six (6) years of professional experience in administering an employee benefits program or involving responsibility for examining adjusting determining reconsidering or authorizing eligibility or entitlement for cash awards or benefits in an agency such as the Social Security Administration Veterans Administration or other similar agency or organization.

    OR

    Possession of a bachelors degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

    Note: Professional experience refers to work that is creative analytical evaluative and interpretive; requires a range and depth of specialized knowledge of the professions principles concepts theories and practices; and is performed with the authority to act according to ones own judgment and make accurate and informed decisions.

    License: Appointees will be required to possess a drivers license valid in New Jersey only if the operation of a vehicle rather than employee mobility is necessary to perform the essential duties of the position.

    BASIC FUNCTIONS AND RESPONSIBILITIES
    1. Coordinates and administers an employee benefits program.
    2. Meets with employees and advises them regarding their eligibility for vacations insurance health benefits hospitalization and other mutual benefits plans.
    3. Counsels employees prior to retirement to determine eligibility and explain pension benefits.
    4. May assist applicants in filling out required forms.
    5. Processes enrollments adjustments terminations and additions for medical and health group insurance plans for employees.
    6. Processes Social Security applications.
    7. Prepares Social Security quarterly and supplementary reports of contributions.
    8. Processes disability retirements securing necessary forms medical information and any other information required.
    9. Provides assistance to employees in availing themselves of housing accommodations recreational programs and other facilities and services provided by the jurisdiction or outside agencies.
    10. Prepares brochures bulletins and pamphlets relevant to employee benefits programs insurance and pension plans.
    11. Coordinates savings bond drives blood drives heart fund and other programs including distributing information collecting monies and setting up sites.
    12. Reviews existing employee benefit programs and makes recommendations for changes or additional programs.
    13. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency office or related units.
    14. Perform other duties and tasks assigned by supervisor.

    KNOWLEDGE AND ABILITIES
    1. Knowledge of methods practices procedures and regulations involved in processing claims for medical health and pension plans.
    2. Knowledge of rules and regulations governing employee benefit plans.
    3. Ability to deal tactfully and effectively with people.
    4. Ability to provide information advice and assistance to employee benefit systems members.
    5. Ability to organize and develop efficient work methods.
    6. Ability to give advice and instructions to individuals.
    7. Ability to supervise the maintenance of records and files.
    8. Ability to comprehend analyze and interpret regulations and procedures.
    9. Ability to review and analyze cases to determine adequacy of medical and other related data.
    10. Ability to prepare clear sound accurate informative reports pertaining to the determination of benefits.
    11. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency office or related units.
    12. Ability to read write speak understand and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

    SALARY EMPLOYMENT PERIOD AND UNION AFFILIATION
    1. Salary: $66910 - $78114
    2. Employment Period: Twelve (12) Months
    3. Union Affiliation: Local 32
