National Programme Manager

We have an exciting opportunity for a National Programme Manager to join our Department of Corrections and Ministry of Justice team taking a pivotal role within our high-performing projects and programme division. Reporting to the National Manager you will drive operational excellence and lead the delivery of high-quality reliable outcomes that support the seamless delivery of our essential national services.

Downer holds a long-term Asset Management and Facilities Management contract with the Department of Corrections and the Ministry of Justice that proactively manages and delivers to the national portfolio of facilities including 15 prisons 98 courts and 141 community correctional sites.

We are seeking an experienced National Programme Manager to lead the planning execution and delivery of complex projects and national programmes across multiple sites. This role involves managing initiatives that require technical expertise or exceed standard BAU activity with a single project values ranging up to $5M.

This is an opportunity for a strategic and results-driven leader who thrives in a fast-paced environment and can confidently manage complex programmes across multiple sites. The ideal candidate will be collaborative and customer-focused with exceptional communication skills to build strong relationships and influence stakeholders. They will demonstrate decisive leadership resourcefulness and the ability to inspire teams and contractors ensuring projects are delivered on time within budget and to the highest quality standards. Based in the Auckland office your main responsibilities willbe;

• Prioritise Zero Harm and uphold strong safety standards.

• Lead the team in alignment with Downers culture values and collaborative approach.

• Foster positive customer relationships through value-adding and transparent engagement.

• Ensure compliance and performance across all contract deliverables KPIs and security requirements.

• Partner with customers to define objectives and deliver projects on time within budget and to quality standards.

• Manage resources including internal teams and third-party contractors or consultants.

• Oversee national programmes spanning multiple sites and ensure compliance with commercial requirements.

• Drive quality control and maintain strong stakeholder communication throughout the project lifecycle.

• Hold Relevant tertiary qualification in Building Science Engineering or a related field.

• Proven experience in managing project programmes and leading project/programme teams to successful delivery.

• Strong computer literacy with excellent analytical and problem-solving skills.

• In-depth knowledge of best-practice project management methodologies and techniques.

• Highly effective planning prioritization and reporting abilities.

• Exceptional communication and report-writing skills.
