JOB DESCRIPTION:
The scope of our contract is to bring assistance with a right-hand Project Executive in the context of a large-scale industrial decarbonization project involving complex early works EPCM coordination brownfield constraints and high regulatory exposure where early technical and organizational decisions directly impact downstream engineering and construction phases.
The Key responsibilities expected from our on-site delegate might include:
1. Supporting projects by facilitating communication between stakeholders and progress towards objectives
- Act as the single point of accountability for all site preparation and early works activities both on site and from the home office
- Lead the planning coordination and execution of early works activities
- Develop own and actively drive the site preparation and early works schedule in alignment with the project master schedule
- Proactively identify execution risks constraints and interfaces and drive mitigation actions
- Act as the single early-works interface toward EPCM and engineering disciplines
- Establish and lead weekly EPCM coordination meetings
- Lead site workshops and on-site technical reviews
- Drive the closure of technical comments to ensure engineering readiness for execution
- Coordinate internal and external stakeholders including project teams contractors consultants authorities and site owners
- Secure a smooth handover from early works to main civil works and construction packages
- Clarify regulatory applicability and permit requirements with authorities and site owners
- Translate environmental and regulatory constraints into clear and executable site rules for contractors
- Oversee procurement of contractors suppliers equipment and materials for early works
- Manage allocation of resources to ensure safe efficient and coordinated execution
- Maintain a strong on-site presence to resolve interfaces and accelerate decision-making
- Issue clear decision-oriented site visit reports and recommendations
- Provide weekly and monthly progress reports
- Track early-works KPIs related to actions deliverables interfaces and risks
- Escalate issues early with fact-based and solution-oriented proposals
2. Supporting projects with rational and data-driven assessments
- Identify assess and manage risks related to soil conditions contaminated areas live utilities access logistics and unforeseen site conditions
- Review and coordinate geotechnical specifications BOQs investigation layouts and EPCM deliverables
- Ensure alignment between the early works schedule and the overall project master schedule
- Validate readiness of demolition equipment site access logistics and execution sequencing
- Ensure spatial reference and data consistency across all early-works packages
- Manage and control the early works budget
- Ensure timely escalation of cost deviations to the Project Manager
- Establish and enforce quality control procedures
- Ensure compliance with project specifications industry standards and regulatory requirements
- Ensure site activities are inspected documented auditable and ready for downstream phases
- Track risks deviations and constraints through structured reporting
3. Supporting projects through high-quality and detail-oriented execution
- Lead the definition of geotechnical investigation scopes including RFQ inputs and subsurface methods
- Shortlist geotechnical investigation vendors
- Define and manage demolition and utilities-for-demolition scopes
- Identify live utilities and coordinate isolation and LOTO activities
- Define utilities rerouting strategies and execution sequencing
- Develop site preparation and early works execution plans
- Prepare site survey plans and survey reports
- Develop site demolition and clearance plans
- Develop utilities relocation and infrastructure plans
- Develop temporary infrastructure setup plans
- Develop site grading and earthworks plans
- Develop site access and logistics plans
- Prepare geotechnical RFQ input packages and vendor recommendations
- Prepare utilities demolition and rerouting reports
- Maintain complete and traceable execution documentation including layouts technical notes MOMs site reports and action logs
- Support permits and approvals documentation
- Perform early-works readiness assessments for main EPC phases
The experience we are actively looking for:
- More than 10 years of experience in civil engineering or industrial construction
- Proven leadership of early works and site preparation on heavy industrial or brownfield projects
- Demonstrated experience with geotechnical investigations demolition activities and live utilities management
- Solid background in EPCM coordination and interface governance
- Track record on large CAPEX projects exceeding 100 M
- Strong capability in interface management risk anticipation and decision-making
- Fluency in English; French and/or Dutch is an asset
- Valid right to work in Belgium and availability for strong on-site presence
- An entrepreneurial experience or ambition is a plus (extra-professional or extra-academic initiatives are highly valued)
- Immediate availability is preferred
- Valid single permit for non-EU citizens
