THE POSITION

Under minimal supervision designs implements assesses andanalyzes preventative workplace wellness activities campaigns events andprograms for the County of Alameda (County) employees; and to perform relatedduties as required.

DISTINGUISHING FEATURES

This is a single position classification located in the HumanResource Services (HRS) Department in support of the Countys benefitprograms. This position reports to the HRS Division Manager assignedoversight of the Employee Benefits Center (EBC). The employee in thisposition is responsible for engaging in a variety of technical and analyticalwork involved in administering complex benefit programs and/or manage theCountys Wellness Program. The Employee Wellness Program Manager isresponsible for supervising the day-to-day operations of the Countys WellnessProgram and is distinguished from the higher-level classification of HRSDivision Manager in that the latter has the complete oversight of the EBC.

THE IDEAL CANDIDATE:

In addition to meeting the minimum qualifications belowthe ideal candidate will possess the following critical attributes:

  • Demonstrates knowledge of current industry standards and trend in worksite wellness.
  • Possesses knowledge of health and wellness medical terminology effective management and personnel supervision and working with wellness plans and programs.
  • Demonstrates enthusiasm and ability to effectively develop manage coordinate and evaluate wellness programs.
  • Communicates clearly both written and oral formats preparing accurate reports policies and correspondence while effectively presenting information to leadership staff and community partners.
  • Exercises political astuteness and interpersonal sensitivity in navigating complex organizational and community environments promoting collaboration and maintaining productive relationships with internal and external stakeholders.
  • Incorporates ethical and culturally responsive practices into all aspects of program management ensuring inclusive equitable and respectful service delivery.
  • Demonstrates flexibility sound judgment and composure under pressure managing multiple and shifting priorities while maintaining focus on long-term strategic goals.
  • Utilizes analytical and problem-solving skills to identify and implement innovative solutions to support programs that encourage maintaining and improving health.
  • Commits to advancing County-wide goals of equity accountability through alignment with the County and HRS Department mission and goals.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelors degree from an accredited college or university in business or public administration health science health education or a closely related field.

AND
Experience:

The equivalent of three (3) years of full-time experience managing an employee wellness or preventative health education program.

Substitution:

Additional years of experience may be substituted for the required years of education on a year-for-year basis.

NOTE:The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Principles of effective management and personnel supervision.
  • Principles practices and methods used to manage health and wellness programs.
  • Health and medical terminology.
  • Functions and interrelationships of various health medical fitness care services facilities and strategies.
  • Management of a comprehensive Employee Wellness Program.
  • RFPs preparation contract development and negotiations.
  • Principles and procedures of program development coordination implementation and evaluation.
Ability to:

  • Stay current with industry standards and trends in worksite wellness.
  • Implement decisions or recommendations.
  • Interact successfully with personnel at all levels.
  • Draft technical reports.
  • Communicate effectively with individuals and groups.
  • Understand interpret and apply pertinent provisions of laws and regulations applicable to assigned benefit and/or wellness programs.
  • Set priorities.
  • Meet deadlines.
  • Use word processing and spreadsheet programs.
  • Collect interpret and evaluate benefit and/or wellness data.
  • Use principles of inductive and deductive reasoning to validate conclusions.
  • Define and select alternatives.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of candidates application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

  2. A review of the supplemental questionnaire to determine the best qualified applicants to continue in the process.

  3. An oral interview which will be weighted as 100% of the candidates final examination score. The interview will be administered virtually may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
