Position Overview:
We are seeking a qualified Health Safety & Environment (HSE) Professional to manage safety compliance and best industry practices for a large water / wastewater / pipeline / treatment plant infrastructure project. The ideal candidate will have strong experience in large-scale infrastructure works excellent communication skills and proven leadership in managing HSE teams.
Preferred Requirements:
1. HSE Planning & Compliance
- Develop implement and monitor HSE plans procedures and site-specific safety protocols.
- Ensure compliance with local regulations international standards and project-specific safety requirements.
- Review and approve contractor HSE documentation (JSA method statements risk assessments permits).
2. Site Supervision & Auditing
- Conduct regular HSE inspections safety walks internal audits and hazard identification activities.
- Ensure site adherence to safety guidelines for excavation working at height confined space heavy equipment operation and hot work.
- Issue NCRs and safety observations; ensure timely closeout of corrective actions.
3. Incident Management
- Lead and coordinate accident / incident investigations root cause analysis and implement preventive actions.
- Maintain incident logs prepare monthly HSE reports and ensure transparency and timely reporting.
4. Worker Training & Safety Culture
- Conduct safety induction toolbox talks and specialized training programs for workers supervisors and contractors.
- Promote a positive safety culture ensuring employees at all levels understand their HSE responsibilities.
5. Emergency Preparedness
- Develop and implement emergency response plans for fire medical chemical and environmental emergencies.
- Conduct regular emergency drills in coordination with site teams and external agencies.
6. Environmental Management
- Monitor compliance related to waste management water quality air quality noise levels hazardous materials and spill response.
- Support implementation of Environmental Management Plans (EMP) for water projects.
7. Stakeholder Coordination
- Coordinate with contractors consultants local authorities IFIs and client representatives on all HSE matters.
- Facilitate safety meetings progress reviews and risk workshops.
Qualifications :
- Bachelors degree in engineering / environmental science / occupational health & safety or equivalent.
- NEBOSH IGC / IOSH / OSHA certification required; additional HSE certifications preferred.
Additional Information :
- Minimum 10 years of specific experience in HSE roles especially on large infrastructure projects (water pipelines WTP STP pumping stations etc.).
- Previous experience working on IFI-funded projects (ADB World Bank JICA AIIB KfW etc.) is an advantage.
- Strong knowledge of good industry practices international standards risk management and construction safety.
- Proven leadership and team management capabilities.
- Excellent communication stakeholder engagement and negotiation skills.
- Ability to manage multiple contractors and ensure a safe working environment under demanding field conditions.
