The King County Metro Transits Employee Services Division is seeking an experienced and collaborative Employee and Labor Relations Administrative Assistant (HR Associate). Our ideal candidate is a detail-oriented administrative professional with experience supporting employee and labor relations in a complex unionized environment. The successful Employee and Labor Relations Administrative Assistant will excel in a fast-paced setting and provide responsive knowledgeable and highly reliable support to all levels of Metro employees and this role you will assist ELR staff managers and HR partners with a variety of employee and labor relations processes ensuring accuracy confidentiality and exceptional service. Your strong administrative expertise and understanding of HR and labor relations practices will help strengthen our operations and contribute to the overall success of the organization.

King County Metro Transit:

Vacancy Information:
This recruitment will be used to fill one (1) Special Duty Assignment (SDA) / Term Limited Temporary (TLT) HR Associatevacancy lasting up to one (1) addition this selection process may be used to generate an eligibility list for future Special Duty Assignment (SDA) Term Limited Temporary (TLT) and Career Service (CS) positions that may occur in this classification and work group. The eligibility pool is valid for up to 12 months from the time of posting for use at the discretion of the hiring authority

Job Duties

As an Employee and Labor Relations Administrative Assistant you will:

  • Support PPM III and PPM IV staff by gathering records for Requests for Information Public Records Requests and other moderate- to high-complexity special requests.
  • Support supervisory staff to deliver high-level administrative support daily administrative tasks calendar/meeting support provide context for meetings when necessary special projects record keeping and schedule appointments and meetings.
  • Triage and manage Transit Employee Labor Relations (TELR) inbox
  • Assist supervisors with data collection and review
  • Maintain confidentiality while earning trust and respect from co-workers through integrity and professionalism in all interactions
  • Maintains EEOC External PERC & Investigating tracking and document collection
  • Coordinate & assist centralization of records and digitizing project.
  • Partner with team to support settlement implementation
  • Complete personnel-related documents such as position requisitions personnel changes and special duty request forms for submittal to Transit Human Resources including onboarding and offboarding KCIT coordination.
  • Coordinate the collection and upkeep of organizational charts administer email group updates and provide comprehensive management of the TELR calendar.
  • Act as delegated authority to independently execute complex administrative tasks on behalf of managers leading daily operations such as calendar management meeting preparation and appointment tracking.
  • Monitor processes and develop improvements to streamline administrative operations.
  • Represent the section in division and agency-wide administrative coordination meetings and working groups.
  • Uphold confidentiality by adhering to policies and procedures earning the trust and respect of colleagues through honesty integrity and professionalism.
  • Maintain project documentation and assist in project and workgroup communication by building and maintaining Microsoft Teams and SharePoint sites.
  • Perform other special projects and related duties as assigned.

Experience Qualifications Knowledge Skills

We are looking for candidates who have the following minimum qualifications:

  • A minimum of 3 years of advanced administrativeexperience demonstrating the ability to work independently with sound judgment reliability and minimal supervision to meet deadlines.
  • Demonstrated ability to adapt in dynamic ambiguous environments while managing high volumes of diverse tasks multitasking under pressure and maintaining accuracy and attention to detail.
  • A well-developed understanding of equity and social justice principles and/or supporting projects that integrate equity and social justice into workplace culture.
  • Demonstrated ability and commitment to maintain strict confidentiality in handling sensitive data and information.
  • Strong commitment to fostering team collaboration and coordination.
  • Proactive in identifying and implementing process improvements to enhance efficiency and effectiveness.
  • Excellent verbal and written communication skills with the ability to convey information clearly professionally and with sensitivity across diverse audiences and formats.
  • Proficient in leveraging technology tools including intermediate-level skills in Microsoft Office Word SharePoint Excel PowerPoint Outlook Visio and digital document management systems such as Laserfiche DocuSign and Acrobat.

Highly competitive candidates will also have (desired but not required):

  • Knowledge of King County Metro Transit policies & procedures.
  • Understanding of union contracts and grievance tracking systems.
  • Experience working with large unionized organizations/agencies and/or public sector experience.
  • Skill or Experience with public records and public information requests

Other Position Information

Work Location: This is a hybrid position. The team works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center 201 S. Jackson Seattle Washington 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule:This position is non-exempt from the provisions of the Fair Labor Standards Act and is overtime eligible. The typical workweek is 40 hours per week Monday Friday.
