Definition: Under general direction the IT Project Manager is responsible for planning coordinating and executing IT-related projects to support the Housing Authority of the City of Los Angeles (HACLA). The role oversees the full project lifecycle ensuring alignment with HACLAs mission goals and commitments and provides technical and managerial support to IT leadership.
Class Characteristics: The IT Project Manager reports to the IT Director and serves as a key resource in managing departmental projects and contracted vendors. The incumbent will exercise considerable independent judgment and authority including oversight of complex and confidential technology initiatives.
Essential Functional Statements
Essential and other important duties may include but are not limited to the following:
- Lead the full project lifecycle (planning analysis design implementation testing integration and maintenance) of information systems and related initiatives.
- Scope projects by determining project requirements; conduct business analyses; identify risks and complete risk assessments; document project requirements; develop high-level project plans; define critical paths; and provide cost estimates.
- Manage business and project team expectations including issue tracking change requests updated requirements and final project reviews.
- Manage concurrent development and implementation of existing and new IT systems and/or components.
- Develop and manage project and production schedules; monitor progress to ensure adherence to scope budget and timeline.
- Prepare and maintain business cases scopes functional requirements IT development standards and project documentation.
- Assist in creating and executing test scripts and test plans including user acceptance and parallel testing.
- Research evaluate and stay current on emerging tools techniques and technologies in IT project management and business analysis.
- Prepare reports correspondence presentations and communications as needed.
- Establish and maintain effective working relationships with management staff vendors and external agencies in a timely customer serviceoriented manner.
- Perform other duties as assigned by IT management.
Knowledge Skills and Abilities
- Strong judgment tact discretion and initiative within established guidelines.
- Analytical and logical problem-solving skills with the ability to interpret complex policies procedures and protocols.
- Excellent oral and written communication skills including report writing and presentation.
- Ability to manage multiple projects and priorities with limited supervision.
- Skill in evaluating contracts budgets proposals and vendor/contractor compliance.
- Ability to analyze data conceptualize solutions and make effective recommendations.
- Knowledge of industry-standard software development methodologies such as Agile Waterfall DevOps DevSecOps and/or Rapid Application Development.
- Understanding of secure systems and software development lifecycle management.
- Experience in business process redesign and organizational change management.
- Knowledge of business analysis tools.
- Proficiency in Microsoft Project or other project management tools.
Minimal Qualifications- Education: Bachelors degree from an accredited college or university with major coursework in a Technical or Engineering field or in Business Administration with technical coursework.
- Experience: Five (5) or more years of progressively responsible experience managing complex IT projects.
- Special Requirement: Project Management Professional (PMP) Certification required.
