QUALIFICATIONS

Education & Experience

Analyst I

  • Bachelors degree in accounting Finance or related field.

  • 02 years of experience in accounting or finance.

  • Entry-level exposure to nonprofit or healthcare invoicing is helpful but not required.

Analyst II

  • Bachelors degree in accounting or finance.

  • 27 years of experience in accounts receivable or financial analysis preferably in a non-profit or healthcare setting.

  • Demonstrated ability to independently analyze financial data and identify discrepancies.

Analyst III

  • Bachelors degree in accounting or finance (MBA preferred).

  • 8 years of progressive experience in AR or financial analysis including leadership or strategic roles.

  • Proven experience in interpreting contracts analyzing revenue and supporting audits.

Skills & Requirements

  • Analyst I
    • Understands basic GAAP principles and general ledger structure.
    • Follows established procedures with close supervision.
    • Demonstrates accuracy attention to detail and eagerness to learn.
    • Begins to recognize patterns and inconsistencies in invoicing data.
    • Developing ability to document findings clearly and consistently.

Transition to Analyst II:

  • Requires demonstrated ability to think critically about financial data identify root causes of discrepancies and propose solutions.
  • Takes initiative in learning contract terms and applying them to invoicing practices.
  • Analyst II
    • Applies intermediate Excel and financial tools to analyze and interpret data.
    • Independently identifies and resolves invoicing discrepancies.
    • Understands and applies contract terms to invoicing and revenue tracking.
    • Begins to mentor junior staff and contribute to process improvements.
    • Maintains audit-ready documentation and supports compliance efforts.

Transition to Analyst III:

  • Requires consistent demonstration of strategic thinking ability to synthesize financial trends and readiness to lead AR functions.
  • Makes informed recommendations and support decision-making at the leadership level.
  • Analyst III
    • Demonstrates advanced analytical and forecasting skills.
    • Interprets complex contract language and recommends financial strategies.
    • Leads AR projects and ensures compliance across multiple funding streams.
    • Provides training guidance and strategic insight to the finance team.
    • Represents the agency in audits and external financial reviews.

ESSENTIAL JOB FUNCTIONS

Position Specific

  • Analyst I
    • Processes daily cash and deposit transactions accurately with supervision.
    • Prepares invoices for Medi-Cal foster care and county programs.
    • Assists with revenue tracking and foundational invoicing tasks.
    • Supports foundational invoicing tasks
    • Supports overpayment research and maintains clear documentation.
    • Learns core invoicing requirements and system applying them under supervision
  • Analyst II
    • Posts and reconciles cash and deposit transactions independently.
    • Analyzes invoices for accuracy and finds discrepancies to ensure compliance with county invoicing requirements
    • Tracks revenue by program and identifies trends or discrepancies.
    • Resolves overpayments and ensures documentation is detailed and audit-ready.
    • Applies critical thinking to improve invoicing accuracy and efficiency.
    • Begins to identify areas for process improvement and supports implementation.
  • Analyst III
    • Reviews and approves cash and deposit entries; serves as backup for I and II.
    • Leads invoice preparation and ensures full compliance with complex contracts.
    • Develops revenue forecasts and recommends budget amendments.
    • Resolves complex overpayments and ensures legal accountability.
    • Interprets and recommends adjustments to invoicing requirements in contracts.
    • Leads audits represents the agency in financial reviews and mentors junior analysts.
    • Plays a key role in strategic planning and financial decision-making

  • Performs all duties in a manner consistent with the principles and values of agency while adhering to applicable professional codes of ethics the agencys policies and procedures contractor requirements and regulatory requirements.
  • Model and communicate appropriate positive attitudes toward the agencys Mission Vision and Values
  • Work collaboratively with all agency programs and staff to provide support as needed
  • Utilize and maintain calendar with all work-related details in order to manage time effectively and share calendar information with coworkers
  • Participate in on-going training to expand and develop professional skills
  • Perform other duties as necessary for the agency as assigned

Employment At-Will
Employment at the Agency is terminable at-will which means that employment may be
terminated at any time without cause or reason by either the employee or the
addition the Agency may also demote layoff transfer or reassign employees at any time at its
sole discretion without cause or reason.

Starting Salary Range:

Analyst I: $28.00 - $40.00 Hourly DOE

Analyst II: $30.00 - $41.35 Hourly DOE

Analyst III: $70720 - $90000 Annually DOE
