About the Role:
This 6-month special duty position offers an exciting opportunity for the right candidate to gain experience and learn more about the Wastewater Treatment Divisions (WTDs) budget and procurement work at a critical time for the region. The successful candidate will have the opportunity to help shepherd several key process improvement efforts around goods and services contracting and compliance position tracking operating budget reporting keeping up with the exponential growth in our capital procurement needs and more.

The Budget and Contracts Manager leads a unit responsible for development coordination and oversight of a $503 million biennial operating budget (2026-2027) and a $4.6 billion six-year CIP a procurement & contracts unit responsible to ensure effective efficient and timely support to agency procurement and contract administration and a high-functioning payroll team. You will serve in a key Finance & Administration leadership role that reports to the Finance Section Manager and collaborates with Finance unit managers and supervisors to ensure the suite of Finance services are provided with unified and coordinated excellence.


This position will have direct reporting supervisors for the Operating Budget & Payroll team the two Procurement & Contracts teams and two capital budget staff direct reports. This is an opportunity to serve the people that live work and play in King County by leading the Budget and Contracts Unit for one of the largest wastewater utilities on the west coast. You will lead the way through active engagement with staff to foster an anti-racist pro-equity workplace where everyone can thrive and work with Finance leadership and Division partners to ensure services are equitably provided to the residents of King County. You will foster relationships collaboration and teamwork across units and the division so the division functions as One King County.

This position follows a hybrid work model blending remote and in-person work.

This position is within WTDs Finance and Administration(F&A)Section which serves the essential role of ensuring that financial resources are in place to fund the Divisions priorities and decision-making is well-informed regarding financial risk optimization trade-offs financial equity and managing WTDs large portfolio of financial activities and processes F&A performs numerous functions including rate-setting budget development and oversight capital finance contracting technology services central service administration accounting audit and compliance payroll utility billing and F&A we value cultivating a culture where you are encouraged to challenge the status quo and offer new ideas while building and maintaining enduring relationships.

Job Duties

What YouWillBe Doing:

  • Lead capital budget staff and partner with Project Planning & Delivery colleagues to assess and understand project budget costs timelines sensitivities and prioritization context to develop capital budget alternatives for leadership decisioning.
  • Engage as a member of the Delivery Board one of three tiers of WTD project prioritization governance boards.
  • Work closely with the Rates and Financial Planning team to develop capital spending forecasts that extend beyond the six-year budget period to support sewer rate scenarios and long-term planning financial and rate analysis.
  • Lead the capital budget team in a variety of capital budget support activities such as project Life Cycle Cost Analysis indirect capital cost burden forecasting rate calculation and approvals and other capital program technical support functions.
  • Work with the Operating Budget Supervisor to develop propose and track the operating budget. Ensure coordination between operating and capital budget activities and interdependencies.
  • Lead and coordinate communication with the Countys Office of Performance Strategy and Budget representatives and the DNRP on budget matters.
  • Work with the Procurement & Contracts Administration team Supervisors to facilitate procurement and contract administration and compliance.
  • Coordinate with other King County departments such as the Finance and Business Operation Division (FBOD) as needed to support the work of this unit resolve issues and represent WTD initiatives and interests.
  • Ensure Finance provides exceptional service to our partners and colleagues across WTD.
  • Build and invest in the unit team including hiring training facilitating resources for career advancement opportunities and performance management and evaluation (providing guidance support identifying development needs resolving issues).

Experience Qualifications Knowledge Skills

Qualifications You Bring:

  • Experience procuring or managing contracts.
  • Minimum two years of supervisory experience.
  • Advanced knowledge working on budget development oversight reporting and accountability.
  • A strong commitment to understanding and meeting client needs.
  • Experience and skills to work with boards leadership and project teams on prioritization of projects within a constrained budget.
